The 10th "EUROPE-INBO 2012" international conference, organised by the "Group of European Basin Organizations for the Implementation of the Water Framework Directive", will take place on 17-18-19 October 2012 in Istanbul, at the invitation of the Turkish Authorities and the Turkish Water Institute (SUEN).

For three years, the implementation of the European Water Framework Directive has been in an active and operational phase, which directly involves the Basin Organizations or the "District Authorities" and all their partners that are facing operational problems in the field. The aim of INBO is to enable them to informally exchange their practical experiences.

In this year 2012, which is the “European Water Year”, we shall pay, of course, special attention to the project of “the Blueprint to safeguard Europe's Waters” and to the “Fitness Check” of EU Freshwater Policy, which are prepared by the European Commission.

The meeting is open to all INBO member organizations and observers, and also to all the water administrations and organizations, interested in the implementation of the Framework Directive and its “Daughter Directives”, of the member and candidate countries of the European Union and of all the other countries of the Balkans, Eastern Europe, Caucasus and Central Asia and of the Mediterranean basin.

The meeting will focus on the major current topics on the implementation of the Framework Directive (WFD) in the National and Transboundary River Basin Districts.

Our work will be organized around six round tables:

Round Table 1: Water, food and energy nexus – the dilemmas, experiences, costs and benefits: WFD and Hydropower – Agro-environmental measures in the CAP reform, etc.

Round Table 2: Experiences on the implementation of the WFD principles and tools in EECCA and Mediterranean Partner Countries.

Round Table 3: Improve water governance in transboundary basins: WFD International Districts – UNECE Water Convention 1992, Bi and multilateral cooperation, data sharing, basin modeling and planning.

Round Table 4: Adapt to challenges linked to climate change and prevent extreme phenomena: Implementation of the Flood Directive, drought risk reduction.

Round Table 5: Develop new approaches of rivers restoration and protection of water ecosystems: Hydro-morphology, Environmental flows, basin rehabilitation, inter-basin transfers.

Round Table 6: Economic analysis, cost recovery under the WFD, value of ecosystems services, Water resources uses efficiency, involvement and solidarity of the stakeholders.

One of the key issues will be: “could we reach in the EU the good ecological statute of water and aquatic ecosystems in due time?”

We will also talk about the results of the 6th World Water Forum, the UN “RIO+20” Conference and will give a progress report on the “World Pact for better basin management”.
