The South East Europe programme is a unique instrument which, in the framework of the Regional Policy's Territorial Cooperation Objective, aims to improve integration and competitiveness in the SEE area. The programme is supporting projects developed within four Priority Axes: Innovation, Environment, Accessibility, and Sustainable Urban Development - in line with the Lisbon and Gothenburg priorities, and is also contributing to the integration process of the non-EU member states.

On 20 December 2007 the European Commission approved the Transnational Cooperation Programme South-East Europe (SEE) for the period 2007-2013. In seven years, the SEE Programme, which gathers the biggest number of participating countries among all the European Territorial Cooperation programmes, has proved to take cooperation forward, building links between authorities and organisations in the whole area, and creating projects and results which delivered real benefits to the people in the region.

This highly complex programme has provided a political dimension to transnational cooperation which is unique in Europe, successfully facing challenges such as ensuring good mechanisms to contract partners who receive funding from different EU instruments. Since 2007, four calls for project proposals have been launched, getting a large demand for participation. 122 projects were approved covering different important topics for the territory. Many valuable results have been achieved, contributing to the overall territorial development and integration in the diverse South East Europe Region.

Now, the programme is coming to its end and the 2014 event is named to be the closing conference to review, assess and present all those achievements gained since 2007. At the same time, there is a promising future for the European Territorial Cooperation in the region. Three new transnational programmes will cover the present SEE area: Adriatic- Ionian, Balkan-Mediterranean and Danube.

Both aspects, the achievements gained by the SEE programme and its projects and the future of ETC in the area, will be presented during the SEE Annual Event 2014.

KEY MESSAGE

The South East Europe Programme has been a successful tool to improve integration and competitiveness in an area which is as complex as it is diverse. The 122 approved projects have gained valuable achievements, increasing the cooperation in the area beyond borders and having a real impact on citizens’ lives. In the framework of the SEE Capitalisation Strategy, several groups of projects in different thematic poles have found synergies and capitalisation opportunities considering the results produced.

This wealth of knowledge and experience should contribute to the design and/or implementation of future transnational cooperation in the area, ensuring a linkage about the present and future of ETC in the South East of Europe.

OBJECTIVES

The Conference is aimed to highlight and showcase the added value of the SEE Transnational Cooperation Programme once it comes to its end and to link it to the future of European Territorial Cooperation in the area. It is time to review and assess all the achievements gained by the programme since 2007 and the changes produced in people’s lives. More specifically, aimed to:

  • As a closing event for the Programme, show the evolution of the Programme and the main achievements gained during the whole programme duration

  • Disseminate and capitalise the SEE project results and to enhance cross project fertilization and coordination in the cooperation area

  • Present the latest developments for the next programming period 2014-2020 according to the three new transnational programmes to be created in the present SEE area, including the good practices from the SEE Programme to be taken into consideration for the future.

  • Offer networking opportunities and a framework for the exchange of experience for the Programme stakeholders.

  • Provide an opportunity for several projects to present their outcomes and results, as part of the Achievements session, the Photo and Video exhibition and the field trips.

TARGET GROUPS

The event brings together up to 350 representatives of the SEE partner states, among which are: EU member states, countries aspiring to EU membership as well as EU neighboring countries. In addition to policy makers from the partner states and the European institutions, the event aims to bring together all organizations, institutions, agencies, etc. that have been involved in cooperation projects funded by SEE Programme or those being interested in participating in future projects. Moreover, thematic experts that can help provide guidance and streamline the synergies and capitalization processes as well as the future of the programmes and macro-regional strategies in the area will also be invited.
