European Bank hiring Head of Division Financial Reporting

In the context of the restructuring of the Financial Control Directorate, the Financial Control Division has been created which encompasses the existing General Accounting Unit responsible for preparing the financial statements and other related internal and external financial reports for the European Bank and the EIB Group and an Analyst Support Team composed of functional business analysts and of financial analysts.
The Head of Division Financial Reporting (FRD) ensure appropriate financial accounting and reporting activity of the EIB and the consolidation of EIB group – including preparation of statutory and other financial reports under EUGAAP and IFRS; and leads, coordinates and supervises the work of the Division consisting of a team of professionals and support staff which is organised in the named unit and in the analyst support team.
Reporting to the Head of the Financial Reporting Department within Financial Control, the Head of Division FRD works closely with the other Head of Division Third Party Accounting and Administrative Expenses within the Department and with managers at all levels in other areas of the Bank. She/he will have regular contacts with external stakeholders, notably the European Commission, consultants, and other external service providers.
In cooperation with the Head of the Financial Reporting Department, the Head of Division FRD has the following responsibilities:
Contribute to the definition and elaboration of the Bank’s accounting principles and rules within the Directorate to ensure efficient transmission of accurate information to internal and external stakeholders;
Define the objectives and work plan of the Division according to the strategic objectives of the Directorate;
Establish and manage resources and means necessary to implement the EIB accounting and reporting principles and rules. Ensure that the controls on business and accounting cycles provide assurance those transactions in the lending, treasury, borrowing, third party mandates and expenditures cycles are complete, exist and are properly valued.
Ensure timely production of financial reports in compliance with various accounting standards and manage audit process;
Provide advice and recommendations on accounting theory and practice across the Bank in the context of new activities, initiatives and mandates and plan accordingly, in order to align the Bank with best practice in the evolving financial services industry;
Represent the Bank externally on Financial Control matters, maintain and develop relationships with the EU Commission and other third parties;
Represent the Financial Reporting Division as appropriate internally, on financial accounting and reporting issues when necessary, across the Bank;
Plan, organise, and supervise the activities of the Division. Allocate responsibilities, set objectives and evaluate the performance of the Division’s staff. Ensure an effective cooperation among team members and rest of Bank staff, as well as dissemination and cross fertilisation of information within the division and across the department, as necessary;
Select, manage, coach and supervise the staff within the Division in order to ensure that they have the appropriate competencies, objectives and motivation in order to deliver the results.
