Support to the Development of the Penitentiary and Probation Systems.
The project shall consist in permanent, relevant and robust technical assistance to the penitentiary, probationary and other relevant institutions in their efforts to advance the reforms needed for the penitentiary sector to become a modern and efficient system that helps prevent recidivism and maintains a proper balance between ensuring public order and security and guaranteeing human rights protection. The specific purpose is to assist in consolidating reform planning and strategies, strengthening capacities of the penitentiary and probation staff, improving the prison administration and detention conditions, expanding rehabilitation and re-socialization services, and developing efficient probation and non-custodial regimes.
The Chief Criminal Justice adviser / Team Leader shall have understanding of the institutional capacity of penal and probation systems.
Assisted by the Penitentiary and Probation advisers, the Deputy Team Leader and all other experts and support staff, the Team Leader shall be responsible for achieving the results by providing technical advice to the beneficiaries in all areas defined under these Terms of Reference and, in this respect, for strategic guidance of the project activities in line with the Contract.
For this purpose, the Team Leader shall be primarily responsible for strategic communication with stakeholders, overall coordination, design and implementation of the project activities, management of financial and human resources, and all other principal managerial tasks. (S)he shall have good communication and public speaking skills.
The Team Leader shall provide the EU Project Manager with schedules of activities for each six months slot of the project duration (action plans).
The Team Leader shall consult with the EU Project Manager all decisions of crucial importance for achieving the results defined under these Terms of Reference.
