IOM hiring Migration Health Programme Coordinator

Context

Under the overall guidance of the IOM Lebanon Chief of Mission (COM), technical supervision by Regional HAP coordinator (based in Amman) and in close coordination withthe Migration Health Division (MHD), the Migration Health Programme Coordinator will be responsible and accountable for the supervision, effective coordination, strategic direction and implementation of all health related assistance activities particularly Tuberculosis (TB) project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria in Lebanon.

The successful candidate is expected to carry out his/ her duties in accordance with the strictest ethical standards, building and maintaining partnerships with Government, international organisations and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities.

Responsibilities:

  • Supervise the overall management, administration and coordination of the Enhancing Tuberculosis (TB) Prevention, Diagnosis and Treatment for Syrian Refugees and Other Vulnerable Populations Affected by the Syrian Crisis in Lebanon project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria's Emergency Fund Mechanism.

  • Oversee resource deployment, activation, implementation and reporting of health programs, particularly the TB project for Syrian refugees and other vulnerable populations in Lebanon.

  • Monitor and analyze the project's progress, specifically aiming at increasing effectiveness, recommending appropriate actions, and assisting in the development of evaluation protocols. Manage the operational project budget by ensuring that the project funds are disbursed properly and expenditure is in accordance with the project cost baseline, and propose corrective measures in coordination with the Resources Management Officer.

  • Supervise IOM staff directly involved in the daily operations and implementation of the project. Supervise health consultants (including secondments), and facilitate professional development trainings for staff and partner agencies when needed.

  • Coordinate and liaise closely with the National Tuberculosis Programme (NTP) under the Ministry of Public Health (MOPH) in order to ensure harmonized implementation of activities that are delivered within the framework of national health response strategies.

  • Organize meetings and liaise on a regular basis with WHO, including WHO EMRO regional office, as well as with UNHCR, other health partner organizations and key stakeholders involved in the Syrian crisis health response in Lebanon.

  • Coordinate with the IOM Amman project team implementing the TB project for Syrian refugees in Jordan funded by the Global Fund.

  • Lead the drafting of periodic technical progress reports and ensure the timely availability and dissemination of financial reports in line with required Global Fund and IOM reporting templates in close coordination with the Head of Office, MHD, Department of Resource Management (DRM) Crisis Support Unit and the Department of Operations and Emergencies at IOM Headquarters. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs for IOM Lebanon programs, as well as for donors and partner agencies.

  • Represent IOM at health and other coordination-related meetings; liaise and coordinate with national and international health and development assistance authorities, agencies and organizations regarding strategic planning on health-related matters including the resource mobilization follow-up phase of the project. Key counterparts will include the Ministry of Health, WHO, UNHCR, UNDP, the Global Fund, Health Cluster partners, national universities and international humanitarian and development donors among others.

  • Coordinate with the IOM Lebanon Emergency Coordinator in the implementation of emergency health response activities for Syrian refugees, Lebanese returnees and other vulnerable groups within the IOM Migration Crisis Operational Framework (MCOF) strategy.

  • Engage, actively coordinate and share information with the Migration Health Assessment and Travel Health Assistance Programme and other IOM programme units involved in emergency response and migration management planning in Lebanon.

  • Explore potential entry points for expanded collaboration with local health authorities and partners on migration/emergency health-related activities; develop new ideas as well as identify, design and facilitate research activities in coordination with other IOM Lebanon programme units and with relevant regional and HQ units.

  • Manage the operational project budget by ensuring that the project funds are disbursed properly and expenditure is in accordance with the project cost baseline, and propose corrective measures in coordination with the Resources Management Officer.

  • Ensure that all agreements with the sub-recipient agencies are prepared, negotiated and agreed upon. Monitor and evaluate the sub-recipients' implementation to ensure that they deliver the outputs in accordance with their letters of agreement, and provide overall supervision and/or coordination of their work to ensure the production of the expected outputs.

  • Perform such other duties as may be assigned.

Duration: Fixed term, one year with possibility of extension
