IREX recruiting Chief of Party to manage University Partnership Programme

Position Summary

IREX seeks a Chief of Party to manage an expected USAID University Partnership Programme in Egypt. The Higher Education Partnership Programme will seek to develop the human capital and strengthen the institutions that are critical to improving Egypt’s economic growth and the country’s ability to effectively participate and compete in the global economy. Key and crosscutting aspects of this programme will involve strengthening Egypt’s innovation capabilities and institutionalizing robust higher education private sector collaboration in areas critical for the country’s development and economic prosperity. Supportive crosscutting activities might include the establishment of industry councils to advise higher education institutions on skills needs and labor market dynamics; fora that yield applied research agendas via collaboration with the private sector and other relevant U.S. and Egyptian institutions; and activities that sustain relationships between industry associations or groups of companies with relevant higher education institutions.

The position is contingent on funding.

Duties and Responsibilities

IREX COPs maintain overall responsibility for meeting programme objectives and are based in the country of performance. Among other duties COPs:

  • Provide vision and strategic direction for the programme

  • Develop and implement a plan of activities to meet programme objectives 

  • Initiate and manage the different types of partnerships that will be developed to ensure the programme’s success and sustainability 

  • Serve as primary liaison with funder(s) 

  • Coordinate with local, regional and international organizations active in the education sector 

  • Manage and mentor project staff  

  • Coordinate with home office 

  • Oversee project budgeting and ensure budget discipline

  • Oversee monitoring, evaluation and reporting on programme activities
