Objective of the Programme

The Business Environment Reform Facility (BERF) is part of DFID’s Investment Climate Team’s wider Business Environment for Economic Development (BEED) programme.  The key objective for BERF is to provide support to DFID country offices by assisting them to design better new programmes, improve existing programmes, and more effectively learn lessons from DFID and other donor experiences.  International Organisation is responsible for implementing Activities B and C – which focus on assisting country offices to design and implement programmes, and providing a targeted technical assistance facility both to host governments and DFID country offices.  The project is a 4 year programme.

Scope of Work

The Activity Lead's main objective is to deliver Business Environment (BE) reform diagnosis, design and implementation assignments and BE reform Technical Assistance for Development Partners to a minimum of 10 DFID Country Offices.

The purpose of the role is to coordinate effectively and efficiently Activity resources and deliverables to achieve programme objectives to a high quality, on time and within agreed budgets

Duties and Responsibilities

  • produce an Activities B&C Annual Plan and budget that meet agreed objectives

  • Contribute to annual CMT planning meetings to review and assess BERF strategy and plans, resourcing and implementation modalities

  • To organise and monitor Activities B&C effectively and efficiently to achieve milestone targets within planned timeframes and budgets

  • Confer with TL and other ACs to produce detailed Activity schedules with resource allocations

  • Monitor and QA deliverables for B&C against assignment ToRs, collecting feedback from DFID

  • Write or contribute to assignment reports, as required

  • Review and improve on a continuous basis operational policies, procedures and working practices to achieve efficiencies/synergies, consulting with TL

  • To plan and organise promotion/outreach to DFID COs and stakeholders

  • In consultation with DFID and CMT, produce an Activities B&C annual marketing and communication plan, with budget

  • Monitor, review and improve effectiveness of promotional marketing methods, communications and activities

  • To manage and motivate staff, ensuring their commitment to project objectives and their competences to achieve objectives

  • To contribute to implementing a sound and up-to-date project information system and to disseminating information to relevant interest groups

  • To ensure sound operational monitoring, financial management systems and controls and financial reporting to DFID
