International Organisation hiring Team Leader to Support the Technical and Vocational Education and Training Reform Programme

Enhancing the employability of youth and unemployed/low-skilled workers, and improving their transition to employment

Description

The Programme "Support to the Technical and Vocational Education and Training Reform Programme in Egypt - Phase II (TVET II), co-financed by the GoE (EUR 67 million) and the EU (EUR 50 million), aims at improving the structure and performance of the TVET system to better respond to Egypt's new socio-economic needs, and in particular at boosting the employability of youth and increasing the country's competitiveness. The Programme includes several projects among which

The EuropeAid/ 137387 / Untitled "Enhancing the employability of Youth and unemployed / low-skilled workers, and improving their transition to employment" composed of three components:

Component 1: Skills Development

  • Activity 1: Updating/developing new training packages based on the competencies and occupational requirements; piloting the updated/developed training packages in TVET institutions; measuring the impact of the newly updated/developed training packages on youth employability.

  • Activity 2: Supporting the operation of Transition to Employment Units at the ministry, governorate and school levels, building the capacities of the units' staff, reviewing the units' mandates and structure and addressing their sustainability issues.

Component 2: Career Guidance and Counselling

  • Activity 1: Establishing operational career guidance and counselling system based on the international best practices and the Egyptian situation. The contract will have to coordinate with other career guidance actors in Egypt such as GIZ, ILO, USAID and any other actors identified during the implementation.

  • Activity 2: Investigating different occupations, educational and training requirements, wages, nature of work and promotion opportunities and it's prerequisites in different economic sectors in order to develop occupation outlook and career paths integrated into Labour Market Information System.

Component 3: Labour Market Information System

  • Activity 1: Establishing an optimal national Labour market information system based on the international best practices.

  • Activity 2: Provide support to a model/structure on governorates-level to address social and economic needs, areas of investment, and link the decision makers with the private sector and development partners.
