Tender: Language Learning and Assessment in all Official Languages of the EU

Description of the services & scope of the contract

To provide services in the area of language training and assessment in the official EU languages with the exception of Business English and Scientific Writing. The selected contractor will deliver the below services: language courses (in groups and one-to-one tuition) and language proficiency tests. For both services, the provider should have the capacity to cater for all the official languages of the EU.

Contract objectives and scope

The objective of this tender is to provide services in the area of language training and assessment in the official EU languages with the exception of Business English and Scientific Writing. The selected contractor will deliver the below services: language courses (in groups and one-to-one tuition) and language proficiency tests. For both services, the provider should have the capacity to cater for all the official languages of the EU.

The main target group for the courses are the Organisation staff members and their spouses/ partners, additionally any other external person that Organisation considers relevant to invite to the language training.

Description of the work/tasks

The contractor is expected to provide language courses, one-to-one tuition and proficiency tests.

Item 1: Language Courses (in groups):

It is anticipated that the majority of language courses will be delivered at the Organisation premises with the purpose of improving Swedish and facilitate integration. However, if required by Organisation, language courses in any of the official languages of the European Union may be requested.

Language courses could be organised either on a regular basis throughout the year, or/and as intensive courses, e.g. during the summer period (June-August).

Courses should be split into different levels from level A1 for beginners to level C2 of the Common European Framework of Reference for Languages (CEFR).

The estimated maximum number of participants per course is 15.

Placement test: The contractor will assess the participants’ proficiency formally before the course and group them according to their results and in compliance with CEFR.

Final test to assess the progression of the participants.

Organisation will provide room facilities, together with flip chart or audio-visual aids upon request.

All language services will take place between 8:00 and 18:00 Monday to Friday. Organisation reserves the right to specify the exact hours of the service delivery.

Item 2: Proficiency Testing:

Through the contractor, Organisation will arrange proficiency tests for individuals to assess their language level for organisational, or individual purposes. Organisation is likely to want to arrange the majority of the tests during a period of two weeks each year, however, testing may also be requested on an ad-hoc basis.

In the case where one-to-one tuition has preceded the proficiency test, the test leader and the tutor cannot be the same.

The ability to perform a language should be measured according with the Common Reference Levels listed in the CEFR. The assessment should be done by evaluating listening, reading, speaking and writing skills. The test should be available for all the official EU languages at the time of publishing the tender. The tenderer needs to incorporate new languages in the event of new member states joining the EU during the validity of the contract.

Item 3: One-to-one tuition:

One-to-one language tuition for Organisation staff in any of the official European languages. The tuition should be planned according to the needs of the staff member and in accordance with the CEFR levels. All practical aspects such as times, dates and location shall be organised between the administrative coordinator and the staff member.
