Tender: Short-Term Expertise for Project Management, Advice in Statistical Domains and Public Finance Statistics

The Council invited the Commission on 19 January 2010 to "continue cooperating with the Greek authorities, taking into account their initiatives, with a view to supporting efforts to resolve the statistical problems and improve collection and processing of government statistics in order to restore confidence in Greek statistics, as well as to propose appropriate measures that will bring the Greek statistical system on the whole in line with the EU requirements and to develop, by February 2010, an action plan to tackle statistical, institutional and governance deficiencies." Since then, Greece has passed several revisions of the law on statistics and signed the Commitment on Confidence (CoC) in Statistics which provide the necessary legal and governance framework enabling the Hellenic Statistical Authority (ELSTAT) to produce independent, reliable and credible statistics. The Good Practice Advisory Body (GPAC), which was created in the context of implementation of the CoC, has published its first report1 (examining ELSTAT’s implementation of Principles 1 to 6 of the European Statistics Code of Practice) and a second report has been prepared and submitted at the end of December 2014.
However, the practical implementation of the legal provisions and the improvement actions as listed in the CoC will require multiple efforts by all stakeholders and represents a major challenge. Based on the current state of implementation of the Joint Official Statistics Greece Action Plan (JOSGAP), resulting from 5 years of work supported by assistance programmes and following the adoption of ESA2010 Regulation of May 2013, further assistance is planned for ELSTAT for the following period in the statistical domains covered by the JOSGAP and particularly in the areas of national accounts and public debt and deficit statistics with the aim to further build capacity in ELSTAT and support delivery of high quality statistical information.
The objective of this tender is – through experts made available for short-term assignments - to provide:
identification of needs, planning and coordination of statistical assistance projects supporting further improvements of the institutional environment of ELSTAT.
expertise in different statistical domains to ELSTAT in order to support the development of the statistical system of Greece in these areas, to upgrade knowledge and data production capacities of ELSTAT;
expert advisory services to ELSTAT, in order to serve as a regular contact point for issues related to national accounts and public finance statistics as well as to assist ELSTAT in improving national accounts and public finance statistics and increasing their compliance with the relevant EU legislation and rules.
