The Secretary-General’s Sustainable Energy for All (SE4ALL) initiative was launched at the General Assembly in September 2011 to identify and mobilize action by all stakeholders in support of energy access, energy efficiency and increasing the share of renewable energy. A High-level Group was subsequently established to organize efforts towards the development of an Action Agenda on the basis of which all stakeholders can make concrete commitments to move the world toward sustainable energy for all by 2030.
The Action Agenda was launched in April 2012. It proposed several high-value actions at national and international levels. At Rio+20, the Secretary-General invited all stakeholders to announce their commitments in line with these high-value actions; and towards sustainable energy for all. Consequently, at Rio+20, the initiative received substantial commitments from more than 50 developing states, developed countries, civil society organizations and the private sector. Following Rio, the initiative will move into the next implementation phase.
The SE4All initiative aims at achieving three main goals by 2030: (i) ensure universal access to modern energy services, (ii) doubling the share of renewable energy in the global energy mix and (iii) doubling the rate of improvement in energy efficiency worldwide. It is a multi-stakeholder partnership working with business, civil society, governments and international institutions to promote public private partnerships to induce significant changes in the way energy services are produced and accessed to reach the three global goals.
The Special Representative of the Secretary General (SRSG) and CEO of the partnership, Dr. Kandeh Yumkella leads this global effort and is supported by a Global Facilitation Team in Vienna and New York. SE4All is guided by a multi-stakeholder Advisory Board, co-chaired by the President of the World Bank and the UN Secretary General. A 13 member Executive Committee provides policy guidance and operational oversight to the CEO and is led by the President of the Bank of America.
Title of Supervisor: Special Representative of the Secretary General (SRSG) and Chief Executive of the Sustainable Energy for All Initiative
Content and methodology of supervision: The Programme and Strategic Planning Officer will be supervised through individual meetings with the supervisors, weekly team meetings, and through periodic performance appraisals.
Duties, Responsibilities and Output Expectations
Within delegated authority, and under supervision of the SRSG the Programme and Strategic Planning Officer will focus on the following issues within the GFT of the Secretary-General’s Sustainable Energy for All Initiative:
Under the direct supervision of the SRSG, the incumbent assists in the management and coordination required to ensure the smooth and effective operation of the Office of the SRSG, by providing high-level support and assistance.
Establishing and maintaining contacts and liaising with counterparts to ensure timely coordination and agreement of relevant agendas between the SRSG and other high level representatives, and ensuring protocol compliance, taking at all times into account absolute discretion and political sensitivity.
For planning purposes, capturing all relevant information on upcoming or future planned events in the SRSG’s travel forecast.
Act as focal point (secretariat) for the Executive Committee; analyse, interpret and support the work of the Executive Committee through communications with members and their alternates including preparing agenda and background documents, participating in the meetings, preparing minutes of conference calls and in person committee meetings. Ensure follow up to the recommendations made during the meetings.
Communicate with strategic partners, in particular members of the Executive Committee to undertake work planning for the initiative in line with the Business Plan and Strategic Work Programme;
Plan regular Briefings for Permanent Missions to the UN in Vienna, and support the SRSG’s communication with other UN agencies, multilateral institutions and development partners in developing support for the SE4All initiative and the activities within his mandate area;
Distil and synthesize information relevant to the SRSG’s outreach to donor countries and partner organizations, bilateral meetings, individual and group briefings; liaise with the Chief of Administration and the Chief Operating Officer as requested;
Ensure follow-up on issues and files as requested by the SRSG, reflecting main agreements reached and clearly identifying focal points with the SRSG for all priority actions; Monitor specific aspects of the follow ups.
Utilise information obtained as an input to decision-making processes and liaise with the Executive Assistant of the SRSG, to ensure that meetings are scheduled according to their level of priority and liaise with the COO to handle any scheduling conflicts that may arise;
Attend meetings as requested by the SRSG, and prepare notes as required.
Perform any other duties as may be assigned.
Contract duration: One year (with expectation of extension for subsequent terms)
