International Organisation hiring Team Leader on Governance

The Development Co-operation Directorate (DCD) is looking for a dynamic and experienced professional to lead the Directorate’s work on development co-operation for governance, and more specifically accountable, effective and inclusive institutions. This portfolio includes leading policy analysis and research, as well as communication and dissemination to support implementation of policy recommendations for development co-operation for governance.

The Senior Policy Analyst/Team Leader will provide the intellectual leadership for the design of the network’s strategy and the implementation of its work programme. S/he will manage relationships with development stakeholders engaged in this work stream, and oversee the Secretariat support functions for the Effective Institutions Platform. S/he will also lead fund-raising to ensure sustainable financing of the network’s activities. S/he should have a track record in leading strategic evidence-based analysis in the area of governance at the international level, coupled with experience in partnership management, policy dialogue and proven management and team-leadership qualities acquired in organisations whose work includes international development in a variety of sectors. The Senior Policy Analyst/Team Leader will report directly to the Head of the Global Partnerships and Policies Division (DCD/GPP).

Main Responsibilities

Management, planning and strategic support

  • Lead the design and manage the implementation of the Directorate’s work programme on governance with a focus on results, ensuring the outputs are delivered in a timely manner and according to budget.

  • Provide policy and analytical support to the DAC and the DAC Network on Governance and the Effective Institutions Platform to develop and deliver the agreed work programme.

  • Manage and motivate staff to ensure high-quality and cost-effective delivery of the work programme through effective working methods, a good working atmosphere and good communication. Identify, and supervise the work of expert consultants to provide substantive inputs for the work programme.

  • Provide leadership, timely and high quality advisory services to DCD’s management and to the DAC in the area of governance and related issues.

  • Foster relationships and collaboration with other parts of the OECD Development Cluster and other Directorates focusing on synergies and coordinated strategies with internal actors working on governance issues.

  • Provide guidance on integrating governance perspectives into the policy priorities of the DAC, including peer reviews, development effectiveness and aid statistics.

  • Develop strategic relations and partnerships with DAC members, other providers of development co-operation, partner countries, multilateral organisations, and NGOs working on governance and development.

  • Lead fund-raising activities to ensure agreed work programme activities are supported by a sustainable funding base.

Intellectual leadership, analysis and drafting

  • Provide intellectual leadership for DCD’s governance work programme, identifying emerging opportunities and priorities, leading evidence-based analysis, and policy dialogue within the DAC and with development stakeholders on these issues.

  • Develop and draft policy guidance, policy positions, issues papers and factsheets for a range of audiences. Prepare briefing material and speaking points.

  • Exercise quality control of policy guidance products and reports on governance produced by the Directorate.

  • Lead interdisciplinary work and initiatives with the donor community, developing countries, multilateral organisations and NGOs to advance accountable, effective and inclusive governance at national, regional and global levels.

Representation, communication and dissemination

  • Develop and implement effective communication strategies for policy products to maximise their value, visibility and impact within the DAC, the OECD and the international development community.

  • Represent the OECD at senior level international meetings and conferences.
