International Organisation hiring Team Leader for Implementation of Energy Sector Reform

Assistance to Ukraine in the process of implementation of energy sector reform in line with Ukraine's international commitments.

Project description

The overall objective of the programme, of which this project is a part, is to support the continuing implementation of the energy sector reforms in Ukraine, strengthening the financial sustainability and ensuring greater transparency and environmental awareness in the energy sector in line with the commitments of Ukraine in the EU-Ukraine Association Agreement and the Energy Community Treaty.

The purpose of this project is to provide assistance to the Ministry of Energy and Coal Industry of Ukraine and other relevant stakeholders in the process of implementation of international commitments in the energy sector taken by Ukraine in the framework of the Association Agreement and the Energy Community Treaty in the following areas (hereinafter – selected provisions):

  • electricity,

  • oil,

  • statistics (only for the provisions of the Energy Community acquis in the area of statistics),

  • environment (only for the provisions related to Directive 2001/80 on large combustion plants and Directive 2010/75/EU on industrial emissions; Directive 1999/32/EC on reduction of sulphur content of certain fuels; Directive 98/70/EC relating to the quality of petrol and diesel fuels and/or Directive 2009/30/EC as regards the specification of petrol, diesel and gas-oil and introducing a mechanism to monitor and reduce greenhouse gas emissions; Directive 94/63/EC on the control of volatile organic compound emissions resulting from the storage of petrol and its distribution from terminals to service stations,

  • renewable energy sources - RES (only for the provisions related to Directive 2009/28/EU on promotion of the use of energy produced from renewable sources),

  • social issues and awareness raising (in the context of the implementation of the provisions of Memorandum of Understanding on Social Issues in the context of Energy Community and relevant provisions of 3rd EU Legislative Energy Package);

  • assistance related to energy efficiency (in particular, on the implementation of Directive 2004/8/EC on the promotion of co-generation, Directive 2006/32/EC on energy end-use efficiency and energy services and/or Directive 2012/27/EU on energy efficiency as well as selected parts of Directive 2009/125/EC establishing a framework for the setting of eco-design requirements for energy-related products), gas (3rd EU Energy Legislative Package on gas) and Licencing Directive 94/22/EC will be covered to the extent required by the Ministry of Energy and Coal Industry of Ukraine provided that this assistance is not covered by other projects financed by the EU or other donors.

The project will also assist in the process of implementation of the energy relevant provisions of the EU macro-financial assistance conditionalities and the EU-funded budget support operation in energy sector. It will also help improving the coordination in the framework of the Association Agreement and the Energy Community process in Ukraine.

In addition, the project will support the institutional capacity development of the Ministry of Energy and Coal Industry of Ukraine – state executive authority in charge of formulation, implementation and performance monitoring of state policy in the energy sector of Ukraine.
