International Organisation hiring Head of Accession and International Finance Unit

The Investment Division of Directorate for Financial and Enterprise Affairs (INV) promotes international investment for growth and sustainable development worldwide. A growing field of work in the Division is on Responsible Business Conduct (corporate social responsibility), based on the Organisation Guidelines for Multinational Enterprises. The Guidelines are far-reaching recommendations addressed by governments to multinational enterprises operating in or from adhering countries. They provide voluntary principles and standards for responsible business conduct in areas such as employment and industrial relations, human rights, environment, information disclosure, combating bribery, consumer interests, science and technology, competition, and taxation.

We are looking for a dynamic and experienced manager to take on the role as Head of the Accession and International Finance Unit within the Investment Division. The successful candidate will have extensive expertise in the areas of cross-border capital flows, international financial services and in international law and agreements governing these areas.

The Head of Unit will lead the team working on the Organisation Codes of Liberalisation and servicing the Organisation Investment Committee and the Advisory Task Force on the Codes (ATFC), including research, policy recommendations and country reviews. S/he will work under the direct supervision of the Head of the Investment Division.

Main Responsibilities

Support the activities related to the Organisation Codes of Liberalisation, servicing the Investment Committee, the ATFC, a joint subsidiary body of the Investment Committee, the Financial Markets Committee and the Insurance and Private Pension Committee, and the work relating to accession and adherence of non-Members to the Codes.

Leadership and management

  • Lead the team for the development of high quality technical notes on issues related to the review of the Organisation Codes of Liberalisation, providing intellectual and technical leadership, and the development of staff.

  • Work in close collaboration with the Head of the Investment Division and other members of the DAF management team to set the strategic direction of work on the review of the Codes and the outreach activities in this area.

  • Provide leadership in the review of the Organisation Codes of Liberalisation, both providing analytical leadership and liaising with countries' delegations and other international organisations.

  • Lead the process of preparation of accession review examinations within the Investment Committee.

  • Lead the process of preparation of adherence review reports within the ATFC and the Investment Committee.

Analysis

  • Monitor and survey developments in countries’ positions regarding the use of capital flow measures and process country notifications to the Organisation under the Organisation Codes of Liberalisation. This includes supervising the preparation of documents and policy recommendations to support the Organisation Investment Committee’s assessment of country measures.

  • Ensure the timely delivery of high quality analyses to meet the needs and priorities of Member countries.  Contribute personally to these analyses.

  • Lead the research, analysis and drafting of documents on issues related to international co-operation and disciplines concerning international capital movements and cross-border financial services, in particular with regards to the Organisation Codes of Liberalisation of Capital Movements and Current Invisible Operations, and on the impact of financial regulation for international capital mobility.  Develop policy recommendations and proposals for improvement of countries' positions vis-à-vis the Organisation Codes.

  • Lead the analysis of the collected information and assessment of the proposed position of countries applying for adherence to the Codes and of countries on an accession track to the Organisation.

Representation and Liaison

  • Act as the Secretary to the ATFC and in co-ordination with the Chair, the Bureau and delegations, prepare meeting agendas and documentation.

  • Represent the Secretariat at high level events on issues related to international co-operation and disciplines concerning international capital movements and cross-border financial service.

  • Establish and maintain contacts with high level officials in government, other international organisations, Central Banks and research institutions. Promote the work of the Division externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

  • Liaise with the countries under review, notably with relevant government agencies and central banks, the International Monetary Fund, the Bank for International Settlements, and other relevant international organisations.
