WHO recruiting National Consultant for Emergency Risk Communication on COVID-19

Purpose of the Position

The mission of WHO's Health Emergencies (WHE) Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

During the COVID-19 global emergency, emergency risk communication (ERC) is required in Hungary Country Office to support preparedness and response in the country in close coordination with national authorities.

Description of duties

Under the supervision of the WHO Representative/Head of Office, and the overall guidance of WHE/EXR in WHO/Europe, the consultant will:

  • Produce a detailed work plan;

  • Develop, implement and measure a risk communication strategy and plan for the Country Office including:

  • Situation analysis;

  • Goals and objectives;

  • Segmentation of target audiences, including vulnerable groups and hard-to-reach populations;

  • Media relations and organization of interviews, including talking points and guidance to spokespersons;

  • Support to the organization of WHO/Ministry of Human Capacities press conferences/briefings as needed;

  • Media and social media monitoring, rumour management and risk perception gathering (including through formative research);

  • Message development based on risk perception;

  • Development of web stories, social media content, audio-visuals to document preparedness and response;

  • Adaptation/translation of risk communication materials and public health advice to national audiences and dissemination plan;

  • Identification of effective channels and influencers;

  • Support to the development of situation updates as needed;

  • Donors proposals.

  • Coordinate a network of communication focal points (or equivalent) in key partners: UN agencies and national non-governmental organizations to ensure consistency in messages, eliminate duplication and maximize effective cooperation;

  • Support health authorities to develop, implement and measure a risk communication strategy and plan

  • Coordinate with communications colleagues in the Regional Office to synchronize communication activities along the global response plan and to regularly exchange information.
