SNV hiring Team Leader to Manage Investments in Forests and Sustainable Land Use Programme

Background

The Department for International Development’s (DFID) Climate and Environment Department focuses on supporting developing countries to reduce poverty, respond effectively to the impacts of climate change and protect natural resources – therefore securing current and future development gains.  DFID intends to establish a Technical Assistance Facility under its £60million programme for Investments in Forests and Sustainable Land use.

Programme Summary

The programme has the broad aim of catalysing increased private investment in sustainable forestry and ‘reduced-deforestation’ agriculture. It works to support a transformation to sustainability in markets for commodities that are associated with deforestation, including timber, palm oil, soya and paper. The beneficiaries of the services will be developing countries seeking to manage forests sustainably.

Investments in Forests and Sustainable Land Use will support a set of innovative public-private partnerships which demonstrate how the private sector can contribute to a reduction in rates of deforestation, as well as a range of related enabling activities to address barriers to investment. Expected results include improved livelihoods, more sustainable jobs, avoided deforestation, reforestation of degraded land, and leverage of private finance.

The programme has four components and will run over an initial four-year period from 2015:

  • Component 1: support buyers (public and private) in commodity supply chains associated with deforestation to develop and implement sustainable procurement polices

  • Component 2: will support improvements in the policy and regulatory environment to facilitate private investment in sustainable forestry and agriculture

  • Component 3 & 4: will be focused on the provision of finance to catalyse investments in sustainable forestry and deforestation-free agriculture in developing countries

Overview of the position

Working closely with DFID suppliers, the Team Leader will establish and manage the Technical Assistance Facility through which the programme will be implemented  

The primary role of the Team Leader is

  • Manage the Technical Assistance team, which will provide technical assistance and issue grants in line with programme objectives (four components as stated above);

  • Establish and manage facilitation and technical assistance platforms in up to three programme priority countries / regions (Southeast Asia (particularly Indonesia), East Africa and West / Central Africa), focused on improving enabling conditions for sustainable private investment;

  • Provide direction on supporting demand side measures to encourage deforestation free procurement and on improvements in the policy and regulatory environment in focal countries; and

  • Oversee development of a pipeline of potential public-private partnerships for future investment through the programme and through other channels.

Contract Duration: 3 years with possibility of extension. Contract is contingent on donor funding
