Job Description

Specific tasks of the expert will include:

  • Assist the DOT RIA focal persons to develop annual RIA work plans for 2013 to 2015 for carrying out RIA on a selection of existing or proposed regulations and legislation affecting the tourism sector;

  • Implement staff training on policy development and RIA tools (initial RIA, a full RIA, cost-benefit analysis and standard cost model);

  • Help staff complete 10 RIAs by the end of the assignment;

  • Assist staff work with selected local government units (LGUs) in the four pilot regions to review and reform licenses and permits impeding investment in the tourism industry. This will include develop RIA work plans at the LGUs, provide training and assistance to LGUs with a regulatory review programme, and developing a business licensing reform action plan;
  • Oversee the design and implementation of the business licenses and permits survey as input to DOT’s RIA reform programme.
