Tender: Qualitative and Quantitative Research Services, Public Opinion, Polling Services

In 2007, following its accession to the European Union (EU), Romania has become donor of official development assistance (ODA), offering financial support to developing countries and contributing to the global efforts to eradicate extreme poverty world-wide. Since then, Romania has strived to position itself on the international development arena as an innovative donor, with the main comparative advantage of being able to share its direct experience and knowledge in the democratic transition and Euro-Atlantic integration processes. Romania’s strategic objective in development cooperation is to contribute to poverty reduction by promoting security and economic welfare, rule of law, sustainable economic development, climate change mitigation and investments in education, complementing international efforts in the field. Although Romania has acquired essential steps into becoming an important actor on the development stage, the subject of development per se is still commonly misunderstood by the general public and the levels of outreach are still very low.

The last survey undertaken by the UNDP Romania in 2009 showed that out of 1119 Romanian people interviewed, 36% have no knowledge about international cooperation and 38% acknowledge to know very little about this field, 58% of the respondents have never heard of projects being implemented abroad using the ODA budget since Romania joined the EU. The same survey showed that 62% of the respondents would consider that countries should give assistance to less developed countries. Since 2007, 10% of the ODA budget is allocated annually by the MFA for communications related activities and awareness raising campaigns. Also, 2015 has been designated by the European Commission as the European Year for Development 2015 (EYD2015) and a national work plan is currently under implementation in order to raise the level of awareness among the Romanian citizens about EU and Romania’s contribution to international development cooperation.

REQUIRED SERVICES

Quantitative and qualitative research /public opinion polling services with at least 3 focus groups and 1 opinion poll questionnaire, responding to the following questions:

  • What is the level of awareness and information of the Romanian citizens about the EU development policy?

  • What is the level of awareness and information of the Romanian citizens regarding Romania’s development cooperation policy?

  • What is the level of visibility of the European development policy in Romania?

  • What is the level of visibility of the European Year for Development 2015 in Romania?

  • What is the level of visibility for the Romanian initiatives in the area of development cooperation?

  • What is the citizen’s level of support for Romania’s development cooperation policy?

  • What are the public attitudes regarding the change of Romania’s status from a recipient of assistance to an international donor?

  • What are the best messages to promote the new status of Romania as an international donor?

  • What is the level of information of Romanian citizens on the global development agenda (SDGs and MDGs) and what is their awareness level on the connection between Romania’s development efforts and the global development efforts?

The polling will be based on a stratified random sample of 1000 – 1200 Romanian respondents representative of the entire territory of Romania. The contractor will prepare graphic materials and charts describing the main findings resulting from data collection. Also, the contractor should perform additional analyses based on cross-checking of different variables. The analysis will be accompanied by explanations in a narrative form.

EXPECTED DELIVERABLES

  • Design of the public opinion poll methodology. The participants in the survey and the focus groups shall be only Romanian citizens living in Romania and they shall have the following sociodemographic characteristics: men and women, aged 18-50, living in urban areas, medium and higher education, monthly income – over 1.500 RON.

  • Design of the focus group methodology. For the purpose of this survey, at least 3 focus groups shall be conducted in Bucharest, Cluj - Napoca and Iasi in Romanian language. The methodology for the focus groups has to be developed with UNDP and MFA project staff input. The participants in the survey will be Romanian citizens and the focus groups shall have the following socio-demographic characteristics: men and women, aged 18-50, living in urban areas, medium and higher education, monthly income – over 1.500 RON.

  • A report in Romanian and English containing the following information: main findings of the research, opinion poll and focus group methodology, results/figures and analysis of results. The draft report must be accepted in writing by the UNDP and MFA before the submission of the final version.

TIMEFRAME: 15 October 2015 – 15 December 2015.
