This assignment is part of the EUROCLIMA+ programme funded by EU and implemented by EU Member States Agencies (MSA).

The new programmeme EUROCLIMA+ aims at promoting policy dialogue as well as provide technical and financial support to the development and implementation of climate change adaptation and mitigation policies in the Latin American region. It is designed to assist Latin American countries in the implementation of the Intended Nationally Determined Contributions (INDCs) to the reduction of greenhouse gas emissions.

EUROCLIMA+ will address the needs in the following sectors considered by representatives of the region as of particular relevance for climate change:

  • Forests, biodiversity and ecosystems;

  • Resource efficiency (including the urban dimensions of planning, mobility, urban water supply);

  • Disaster risk reduction and management (including coastal/marine zone management).

International Organisation will be leading the Forest, Biodiversity and Ecosystem Component in the joint implementation with GIZ. EF will coordinate the implementation of the whole component and be in charge of the organization of a specific call for proposals (7M€) for this sector, to be launched early 2017.

Job description

International Organisation is recruiting an International Grant Management Expert to support the setting-up, management and monitoring of grant-funded projects in Latin America.

The International Grant Management Expert will work, under the supervision of the Head of the Agricultural - Natural Resources Management Unit, and in close collaboration with the EF program officer and EF's legal Affair department.

He/she will:

  • Prepare the call for proposal and elaborate the guidelines for the call for proposal in conjunction with the Forest and biodiversity Senior expert, and other potential parties. The call for proposal must be designed and implemented according to the rules set in the Practical Guide to Contract Procedures for EU External Actions (PRAG)

  • Prepare a work calendar for the call for proposals and support the implementation of the work calendar (deadline compliance)

  • Prepare the ToRs of the evaluation committee (role and responsibility, list of potential members)

  • Support the award notification process

  • Support the financial and procedural management of the awarded grants

Duration: Maximum of 110 days / over 3 to 4 years
