Strengthening the Environmental Protection System in Montenegro.
The overall objective of the project is to provide support to the Government of Montenegro to achieve the goals of accession to the European Union and to improve the environment by assisting in the approximation of Montenegrin legislation with the EU environmental acquis. In the specific field of nature protection, it will lay foundations for future establishment of Natura 2000 network.
The purposes of this project are as follows:
To prepare the National Environmental Approximation Strategy, a strategic document needed for planning of further approximation of Montenegrin legislation to the EU environmental acquis;
To carry out all necessary activities to start with laying foundations, including extensive field mapping and data gathering, of future Natura 2000 network in Montenegro, in full agreement with the requirements of the EU Birds and Habitats Directives.
Results to be achieved:
Component 1: Preparation of the National Environmental Approximation Strategy (NEAS)
National Environmental Approximation Strategy (NEAS) for the EU acquis, including calculating the costs of compliance is designed and ready for adoption
Component 2: Laying the foundations of future Natura 2000 network in Montenegro
Theoretical prerequisites for setting the Natura 2000 network fulfilled (stakeholders trained, Montenegro Natura 2000 concept agreed, transposition completed, draft bylaws provided, Habitats Directive reference lists agreed, exact boundary between the biogeographical regions set)
Birds Directive obligations met (reference list and national SPA selection criteria agreed, SPA proposals prepared)
Habitats Directive preparatory field work carried out (habitat mapping and species data gathering in selected areas carried out, data verified and stored, pSCI proposals compiled, roadmap for follow-up work produced)
Duration of the assignment: 600 work days over 36 months.
