United Nations recruiting National Smart Agriculture and Food Safety Project Manager

United Nations is providing advisory services to the local government of Changchun for the development of a 10 square kilometers Asia-Pacific Agricultural & Food Safety Industrial Demonstration Zone in Changchun City (hereafter referred to as "the Project").
The Project aims to address the increasing concerns and demands for safe agricultural and food products by consumers and to upgrade the living quality of thousands of low-income families around Changchun area, yield positive impacts to local crop growing and bolster a more sustainable local economy.
The demonstration zone will consist of 9 sub-parks (Organic Agriculture: Agriculture and Food Machinery and Equipment; Food-related Industry Corporation Headquarters: R&D and Incubators; e-Commerce and Logistics; International Exhibition/Conference Centre; Smart Business; Multi-functional residential area) plus 4 public supportive platforms from financing, talent training, servicing and innovation to incubating.
The objectives of the Project is to successfully develop a demonstration case on industry optimization and upgrading, with integrated international environment-friendly Organic Agriculture R&D, Safety Monitoring for the whole Food Production Value-chain, highly reliable Traceable Process and a Marketing Model. This success model could be used in the agriculture and food safety industry in other developing countries.
Under the guidance and direct supervision of Senior Project Management Officer, the Project Management Officer is responsible for all aspects of the project life cycle. S/he must be able to apply, with directions, the below duties and responsibilities of the project success criteria
Provide support to the preparation of project work plans and ensure implementation of the planned envisaged activities;
Prepare reports and project briefs in close consultation with the Senior Project Management Officer;
Provide support in business promotion implementation;
Develop, modify and adapt an appropriate implementation strategy and coordination with the Senior Project Management Officer;
Produce concise regular updates and write report briefs (implementation progress, situational updates, operational requirements);
Provide support in collecting information, conducting research and analysis on local industries and business development;
Provide assistance in programmatic tasks including financial and performance reporting;
Monitor and review the project agreement, budget, cash flow to ensure that deliverables are met and payments to contractors and personnel are received on time;
Maintain the Electronic Blue File; Update information collection mechanism and tools;
Liaise with local government representatives, and when necessary provide advice to relevant stakeholders;
Assist the senior officers with outreach activities, event organization; Support project related actitivities, summits and conferences when necessary;
Other activites or temporary assignments to support Senior Project Management Officer.
Contract duration: 1 year
