IREX recruiting Chief of Party for Local Scholarship Programme

Position Summary

IREX seeks a Chief of Party to work on an expected USAID Local Scholarships Programme in Egypt. The Local Scholarships Programme will provide undergraduate scholarships to promising talented Egyptian students with high financial need, building on the lessons learned and best practices of previous scholarship programmes supported over the last eight years. The programme will provide opportunities for disadvantaged youth in Egypt who are identified as probable future leaders in the country, to gain skills and knowledge in an array of fields critical to the social and economic development of Egypt. 

The position is contingent on funding.

Duties and Responsibilities

IREX COPs maintain overall responsibility for meeting programme objectives and are based in the country of performance. Among other duties the COP will:

  • Provide vision and strategic direction for the programme 

  • Provide overall management of this scholarship programme, ensuring achievement of results and objectives 

  • Serve as the primary liaison to USAID on all activity matters, and provide overall technical, management, and financial oversight 

  • Initiate and manage the different types of partnerships (with government, education service providers and the private sector) that will be developed to ensure the programme’s success and sustainability 

  • Ensure harmonious coordination with USAID/Egypt, the Government of Egypt, other donors, and partner organizations and universities 

  • Supervise key staff and ensure compliance with USAID and USG rules and regulations 

  • Coordinate with home office 

  • Ensure high quality and timely submission of deliverables 

  • Oversee project budgeting and ensure budget discipline 

  • Oversee monitoring, evaluation and reporting on programme activities
