UNEP recruiting Programme Management Officer

Background

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located in the United Nations Environment Programme (UNEP), Operations Service Centre (OSC) Project Management Unit in Brussels. The incumbent reports to the Chief, OFO/OSC. The incumbent will act as an Programme Officer as UNEP ENRTP PMU Coordinator within the joint European Commission-UNEP Programme Management Unit (PMU) to the coordination for the implementation of two Strategic Cooperation Agreements (SCAs) with DG Environment and with DG Development and Cooperation under the Thematic Programme for sustainable management of Natural Resources including Energy (ENRTP).

Responsibilities

Within delegated authority, the Programme Management Officer under the supervision of the Chief OSC will be responsible for the following duties: 

  • Coordinates activities related to annual project reporting exercise and reviews the annual compilation of UNEP and MEA Secretariats’ project progress reports; - Coordinates the development of the Annual Strategic and Performance Overview Report (SPOR) of the SCAs liaising with and under supervision of relevant parties such as OfO for PSC approval; - Develops and maintains a database of PSC-approved UNEP and MEA Secretariats’ projects; - Follows on emerging issues / challenges impacting the implementation of the SCA funded projects and reports to the PSC including on upcoming needs to revise the SCAs ;

  • UNEP Partnership development strategy towards the European Commission.- Monitors in close coordination with the Brussels office the latest European Union developments relating to the EU Multi-Financial Framework 2014-2020. - Contributes to corporate resource mobilization and in support of OfO and under guidance of the Regional Office for Europe (ROE) Senior Resource Mobilization Officer and UNEP Brussels Office, identifies complementarities between the EC geographic and thematic instruments for match-making with and contribution to implementation of UNEP MTS / PoW.

  • Under guidance of ROE Senior Resource Mobilization Officer and in close collaboration with OfO, supports dialogue with the ACP Secretariat to progress on the roadmap process under the European Development Fund (EDF); Researches, analyzes and presents information gathered from EU sources on the EC instruments; ENRTP Programme Steering Committee (PSC)

  • Participates as UNEP ENRTP PMU Coordinator in the secretariat mission of the joint EC-UNEP PMU to the ENRTP PSC meetings;

  • Provides support the organization of the ordinary/extraordinary PSC meetings through: (i) proposing agenda topics in consultation with the EC-UNEP co-chairs and with the EC PMU focal points, and as appropriate the MEAs Secretariats; (ii) assisting the EC-UNEP co-chairs to convene and arrange the PSC meetings; (iii) compiling and preparing background documentation to support the PSC discussions; (iv) preparing minutes of the PSC meetings in collaboration with the EC PMU focal points for endorsement by the ENRTP co-chairs and dissemination to UNEP and MEA Secretariats’ proponents involved in the ENRTP process; (vi) following-up of the decisions and recommendations of the PSC in close collaboration with the EC PMU focal points; UNEP and MEA Secretariats’ counterparts;

  • Follows the process of SCAs revision and approvals ensuring timely and smooth processing with minimum disruption to on-going ENRTP-funded project operations;

  • Provides support to UNEP and MEA Secretariats on FAFA and SCAs’ provisions, and supports the OfO/OSC on FAFA developments through participation to FAFA Working Group, Annual FAFA Review, Joint Reference Group meetings liaising with the UNEP Brussels Office; Design and compile reports for management;

  • Perform other duties as assigned.

Contract duration: an initial period of one year and may be subject to extension.
