International Organisation hiring Project Manager for the EU Energy Initiative Partnership Dialogue Facility

Field of activity

The EU Energy Initiative Partnership Dialogue Facility (EUEI PDF) is a multi-EU-donor facility supporting developing countries and regions in enhancing and implementing policies, market development approaches and in building the capacity needed to accelerate progress in the energy sector. For over 10 years of existence, EUEI PDF has developed innovative approaches and practices in more than 80 projects in over 21 countries and 7 regions and effectively disseminated knowledge amongst a wide-range of energy practitioners and policy-makers. Our activities primarily focus on Africa, but we also operate in other parts of the world, such as Southeast Asia, Latin America and the Pacific. The EUEI PDF also supports the strategic energy dialogue of the Africa-EU Energy Partnership (AEEP) and leads the implementation of the Renewable Energy Cooperation Program (RECP). As a new service, since 2015, the EUEI PDF supports the activities of the EU Energy Initiative (EUEI) and the coordination efforts of the European Commission in this context. The EUEI PDF has offices in Eschborn (Frankfurt), Bonn and Brussels and is hosted by the GIZ in Germany. EUEI PDF support to the EUEI Since 2015, the EUEI PDF has been tasked by the EUEI Secretariat, which is hosted by the European Commission's Directorate general Development Cooperation (DG DEVCO), to support the EUEI's efforts to coordinate, facilitate and increase the visibility of the European contribution to development cooperation in the field of energy. Such support is delivered on demand and has the overall objective of contributing to increased coherence, effectiveness and efficiency in European Energy Development Cooperation. The expert described here will work mainly for this component of the EUEI PDF with strong linkages with the work of the Africa EU Energy Partnership (AEEP).

Tasks

The position will focus on facilitation, implementation and coordination of support services to the EUEI stakeholders especially the EU Member States and the European Commission with a special focus on Africa. The expert must have a high level of understanding of political processes in the EU and in Africa and be able to advise high-level government stakeholders in a rapidly changing political landscape. This entails the following tasks:

  • Manage interfaces and develop concepts in support of the stakeholders of the EUEI on maximizing the visibility and impact of high level events such as the Africa-EU Energy Partnership Stakeholder Forum (planned for June 2016).

  • Facilitate and coordinate stakeholders to push forward the energy and development agenda within the EU, particularly in the context of the EU Energy Initiative (EUEI).

  • Provide direct thematic support to EU Member States for more effective and efficient discourse on European energy development cooperation.

  • Provide demand-driven support to the EUEI Secretariat on strategic input and backstopping in formulating and developing various aspects of the EUEI strategy.

  • Establish relationships/networks with EUEI Stakeholders (EU member States; different Directorate-Generals (DGs) in the EC; Development banks; External Action Service (EEAS) and others).

  • Follow up on relevant international discussions (e.g. Sustainable Development Goals (SDGs) process/G7 Renewable Energy Initiative etc.) to feed them into European networks.

  • Develop new and innovative advisory and other services to be offered by the EUEI support project.

  • Support the conceptualization, preparation and implementation of the regular EUEI coordination meetings.

  • Increase visibility of the European energy development experience and contribution including widespread publication of European experiences and success stories in the sector.

  • Develop and implement workshops/working groups and conferences as well as conducting knowledge management and public relations.

  • Contribute to designing and conducting monitoring, knowledge management and dissemination of project findings both within EUEI PDF to partners and EUEI PDF Steering Committee members.
