EBRD hiring IT Developer

Project Description:

The Chamber of Commerce and Industry of the Republic of Armenia (the Client) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance for “Support to the Chamber of Commerce and Industry in digitising Certificates of Origin for exporters” (the Project).  The project will be delivered in 4 phases: (i) Study of international best practice & e-platform design; (ii) Development of Technical Requirements; (iii) Development, testing and roll-out of e-platform; (iv) Maintenance of e-platform.

Assignment Description:

The Client now intends to engage an an individual IT Programme developer or IT company (the 'Consultant') to assist the CCI in the phase 3 with development of the software for issuance of certificate of origin (the 'Assignment'). The tasks of the Consultant will include, inter alia, the following:

  • Develop the software on certificate of origin issuance based on the Technical Requirements document developed in phase 2 of the project;

  • Arrange the implementation of necessary equipment (server, etc…)

  • Test the results of the e-system and roll out the software;

  • Recommend improvements to the final system using feedback from the testing results;

  • Remain available to the maintenance expert for 2 years after the platform’s launch in case any programme-related core problem or issue arises;

  • Provide necessary information to the maintenance expert and office of the CCI on the usage, operation and maintenance of the e-platform in order for them to be able to effectively manage and maintain the e-platform once operational.

Assignment Start Date and Duration:

The Project is expected to start in March 2018 and has an estimated overall duration of 34 months.  The current assignment needs to be completed within 4 months upon the receipt of the Technical Requirements Report developed in phase 2 of the project (expected to complete in September/October 2018)
