Study on European Cohesion Policy and Structural Funds

Background

As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

Field of activity

Framework Service Contract for the provision of:

Studies related to the future development of Cohesion Policy and the European Structural and Investment Funds (ESI Funds).

The overall objective of the Framework Contract is to provide the European Commission (DG Regio) with high-quality and timely external expertise aiming at analysing the effectiveness and efficiency of Cohesion Policy and the ESI Funds in delivering their objectives, as well as other objectives of the EU, with a view to makingpolicy recommendations for future Cohesion Policy and the ESI Funds.

It requires policy analysis, resulting in recommendations concerning i.a. policy, tools and methodologies, management systems and governance.

The studies require a comprehensive regional focus for the EU territory (specific Member States or group of Member States).

Tasks

Tasks in relation to the provision of studies will include (among others):

Literature review, definition of the methodological approach, analysis and modelling, assessment of implementation of cohesion policy 2014-2020 based on qualitative and quantitative data, formulation of policy recommendations.
