UNOPS recruiting Equity and Social Inclusion Analyst

UNOPS is the Fund Manager for the Three Millennium Development Goal (3MDG) Fund, a multi donor fund supported by Australia, the United Kingdom, the European Union, Denmark, and the USA. The Fund was established in 2012 to provide support for health needs in Myanmar.

The three components of the 3MDGF are:

  • Maternal, Newborn and Child Health care. Increasing the availability and accessibility of essential services;

  • HIV, TB and Malaria. Support for specific interventions for populations and areas not supported by the Global Fund;

  • Health systems strengthening.

The detailed programme description is outlined in the 3MDG Fund Description of Action. UNOPS has been selected as the Fund Manager for the 3MDG Fund. The Fund Manager Office (FMO) is accountable to the Fund Board for a number of performance indicators, amongst which IP engagement through grants issuance, grants management and effective and efficient review of IP progress reporting on the implementation of the 3MDG, is a major responsibility of the FMO.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

This role represents an exciting opportunity to work in a large multi-donor trust fund, contributing to the 3MDG's Health for All team and working closely with diverse local organisations to strengthen their capacity and sustainability, in particular on gender equality and on social inclusion issues. 3MDG has recently opened a new funding window, 'Collective Voices', funding local organisations to lead community-based projects to generate better information around health needs and approaches at the local level. The incumbent will play a key role in supporting this new and dynamic initiative.

Under overall supervision of the 3MDG Fund Director and direct supervision of the Accountability Programme Officer, the incumbent will be placed within the 3MDG Health for All team.

The Equity and Social Inclusion Analyst will:

  • Support the implementation of the 3MDG Accountability, Equity and Inclusion (AEI) Framework in relation to the three Components of 3MDG programming detailed above.

  • With the 3MDG Performance Management Unit, support the development of partner AEI proposals, activities, targets, budgets and log frames, ensuring those proposals are linked to relevant strategies and policies.

  • Prepare Terms of Reference for expressions of interest and Requests for Proposals to be launched on behalf of 3MDG, and evaluate submissions.

  • Support the development of annual AEI costed work plans for the Fund.

  • Support the 3MDG Fund and implementing partners to integrate the AEI approach into health programmes to deliver upon objectives within the AEI Strategy.

  • Foster the establishment of township level AEI mechanisms, with a focus on gender equality and social inclusion.

  • Engage and advocate with the Ministry of Health (at all levels) and other relevant partners to support the implementation of national commitments on gender, transparency, equity and inclusion.

  • Establish/maintain excellent contacts and networking with stakeholders involved in support to CBOs/LNGOs, civil society, gender equality and social inclusion.

  • Promote information sharing and networking on all aspects related to gender equality and social inclusion in Myanmar.

  • Represent 3MDG in key fora on gender equality and social inclusion, and engage and support MoH counterparts as well as other partners and relevant wider stakeholders in relation to 3MDG's AEI policy and activities in the field.

  • Write reports, analyse findings and provide recommendations. Ensure easy public access to AEI-related reports and data and support wide distribution.

  • Undertake needs and resources assessments related to implementing partners.

  • Source and/or provide technical assistance, particularly in the areas of gender equity and social inclusion for 3MDG programme and M&E specialists, and implementing partners, by providing direct policy and technical support, including developing guidelines and tools that are relevant to the practical needs of 3MDG.

  • Contribute to capacity development activities, including for Civil Society Organisations.

  • Review work plans and reports submitted by the Fund's recipients to ensure that are in line with 3MDG and AEI strategies.

  • Conduct regular field visits to sites where 3MDG interventions are funded to identify potential issues and facilitate solutions; monitor progress in implementation of activities progress and results.

  • Establish, strengthen, facilitate and monitor a range of community based activities related to women's participation, feedback mechanisms and social accountability including support to develop an appropriate set of tools for communication between beneficiary communities and 3MDG.

  • Support implementing partners who are responsible for the delivery of AEI Strategy elements and play a key role in providing substantive leadership to strengthen 3MDG partnerships between International and National NGOs and civil society in Myanmar and support national advocacy and awareness on AEI, with a focus on gender equality and social inclusion.

  • Document processes, constraints, and lessons learnt related to AEI, in particular gender equality and social inclusion, and strengthening of civil society.

  • With M&E specialists, collect, analyse and process AEI data to measure progress and achievements according to the M&E Plan.

  • Organise meetings, workshop and other discussion forums to establish a dialogue on AEI (recommendations/lessons learned) and issues.

  • Work in close collaboration with all other units of the Fund Manager Office if and when required to ensure consistency of approach across the entire Fund.

  • Other duties as assigned by the supervisor.

Contract duration: One year with possibility of extension
