Tender: Development of Methods to Produce Spatial Estimates of HIV Epidemics

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to develop methods to estimate HIV prevalence, incidence and AIDS deaths at the most granular geographic level determined to be appropriate depending on data availability in a country.
The provider shall be a public institution, company, individual or NGO operating in the field of public health with proven expertise in the area of mathematical and/or geospatial modeling.
The technical partner selected for this work will be expected to develop methods to estimate HIV prevalence, incidence, AIDS deaths and other key outputs (e.g., ART coverage among all infected individuals, ART coverage, PMTCT coverage, MTCT transmission rates, life years gained due to ART and PMTCT) at the most granular geographic level determined to be appropriate depending on data availability in a country. The aggregation of the estimates for all subnational entities should equal the national level estimates. It is also expected that all model outputs will be informed by existing UN’ model parameters and approaches where appropriate, such as assumptions around disease progression, survival for those receiving and not receiving ART, and disaggregation by sex and age.

Full technical description of both methods and pilot results, submitted as papers for publication(s) in international scientific peerreviewed journals by the end of month 12.
Model code shared with UN software developers by the end of month 24.
Finalised set of results for up to 10 countries, according to data availability, by the end of month 24.
