World Bank recruiting Expert in Justice Performance Measurement

ASSIGNMENT DESCRIPTION

Under the overall umbrella of the Judicial Functional Review in Serbia carried out by the World Bank, the Senior Expert will have overall responsibility for preparing the performance framework for the justice system, which will form the basis of assessments to be made under the Functional Review. This includes designing the framework, organizing the data and analyzing cross-country data.

Specific tasks will include the following:

  • Design a Performance Framework in close coordination with the Functional Review Core Team, the client and the European Commission, which should be based on European and international practices but also tailored to the specific needs of the Serbian context and in line with the Functional Review Concept Note. Within the framework, identify key performance measurement areas, performance indicators and data types to feed the relevant indicators;

  • Provide the Framework in a format where data to be collected and generated can be stored and organized;

  • Store and organize data under the Framework as they become available;

  • Work closely with Functional Review Core Team to provide strategic guidance on the streamlining and gathering of data relating to performance measurement, and liaise with relevant stakeholders to fill any data and information gaps;

  • Draft a chapter for the Functional Review document explaining key aspects of the performance framework, including by covering all issues outlined in the Functional Review Concept Note and using reader-friendly graphs, diagrams, text boxes and images where appropriate;

  • Based on the performance framework, identify and analyze comparative data from a selection of comparable countries in the region, and present the cross-country analysis in the form of a chapter for the Functional Review document, using the macro template (to be provided), including by covering all issues outlined in the Functional Review Concept Note and using reader-friendly graphs, diagrams, text boxes and images where appropriate;

  • Provide a half-page summary of each of the performance framework and the cross-country data analysis for the Executive Summary of the Functional Review document;

  • Consider and incorporate comments provided by the Functional Review Core Team and stakeholders, and revise and finalize the analysis and recommendations to the satisfaction of the Functional Review Core Team;

  • Provide comments on draft chapters contributed by other experts to the Functional Review, with the aim of linking inputs, cross-fertilizing expertise and improving the overall coherence, consistency of the Functional Review;

  • Participate in workshops/retreats/seminars with stakeholders (including with the general public) as needed throughout the process to explain the performance framework and cross-country data aspects of the Functional Review;

  • Participate in dissemination activities with stakeholders (including with the general public) as needed to raise awareness of the performance framework and cross-country data aspects of the Functional Review.
