International Organisation hiring Programme Officer for Capacity Building

International Organisation is recruiting a programme Officer for Capacity Building to work on the USAID | DELIVER PROJECT. The project is a worldwide programme managed by International Organisation and funded by the United States Agency for International Development (USAID). It works to strengthen the supply chains of health and family planning programmes in developing countries to ensure the availability of critical health products to customers. Capacity Building is one of four cross-cutting technical streams on the project.

The programme Officer works on core-funded capacity building activities under the guidance and supervision of the Capacity Building Director to help develop and implement activities that strengthen the overall health commodity security situation in resource-limited settings. The programme Officer will assist with implementation of the specific team activities including administrative, budgeting, and technical duties.

"The duration of this position is expected to be less than one year due to the anticipated project closing date of September 2016."

RESPONSIBILITIES

Support Capacity Building work planning and budgeting:

  • Assist in work plan management, development and maintenance of work plan documents, development and maintenance of work plan budget, monthly monitoring and reporting, as necessary. Support the day-to-day implementation of the work plan.

  • Assist the Finance and Administration Manager with financial management of team activities by analyzing and monitoring the financial status of the work plan. Brief on, and discuss, the status of budgets with the Capacity Building Director and the technical managers of the CB activities.

Support Capacity Building activities:

  • Assist in writing, editing, reviewing and disseminating reports and other technical documents; coordinating the post-production process of documents, including the coordination of technical writers, editors, graphic designers, and materials production staff.

  • Serve as liaison between the CB Director; other technical teams, and other International Organisation projects.

  • Serve as liaison between the CB Director and field offices, country regional managers, country technical managers, and technical advisors.

  • Contribute to Capacity Building technical activities.

  • Maintain Capacity Building files and databases.

  • Assist with the administrative tasks and when needed with the technical aspects of consultancies and purchase orders; assist in the preparation of SOWs and definition of deliverables; collect CVs and bio-data sheets; interface with the project’s Contracts team; prepare documentations for signatures and processing payment requests.

  • Maintain course alumni database.

  • Write monthly reports and others reports as required.

  • Coordinate meetings and events for CB.

  • Participate and take notes during technical meetings and report back on all internal and external meetings attended to the CB Director for decision-making when needed.

Administer USAID training course and other courses conducted by the USAID | DELIVER PROJECT as necessary:

  • Has primary responsibility for all administrative work during training courses; works closely with the appropriate Course Manager; and, keeps the USAID Commodities Security and Logistics (CSL) division and the CB Director informed

  • Liaise with USAID/CSL, as appropriate and in consultation with the CB Director, in administering trainings and workshops.

  • Prepare and distribute course announcements, field all inquiries from potential participants, and maintain the course waiting list for all courses.

  • In the case of an international course, act as the primary contact with the hotel or other event site and make arrangements for the workshop venue, participant lodging/accommodations, meals, and other hotel-related services, as required.

  • Assist in the evaluation, tabulation and interpretation for training evaluations.

Perform administrative duties for the International Association of Public Health Logisticians (IAPHL):

  • Complete daily operations, such as approving member postings and welcoming new members.

  • Periodically post admin updates and announcements to membership.

  • Administer annual member survey; compile and share survey results.

  • Field questions and suggestions from members.

  • Create and update promotional materials.

  • Support future IAPHL fundraising, website construction, and member programmes.

Support the CB Director on the orientation process for new employees by arranging CB orientation sessions.
