Information and Communications Technology (ICT) is part of the Corporate Support Practice Group (CSPG) which provides policy advice, operational support, and transactional services to United Nations offices.  ICT is responsible for the overall design, implementation and maintenance of the ICT Infrastructure and business process tools of the organisation. ICT is comprised of four units including: ICT Development, ICT Enterprise Reporting and ICT Services.

The ICT Development team develops and maintains in-house tools and applications driven by the business needs of United Nations practices. These are tools like GPRS, Glocon, Leads, Global leave, HQCPC, UNWebBuy and many more. The team is physically represented in two locations, HQ Copenhagen and in Bangkok office.

The ICT Development Team Lead (Bangkok) reports directly to the ICT Development Manager, who provides general guidance and supervision. The Team Leader is:

  • A manager of human resources, who supervises the staff in the team and promotes collaboration across the global ICT development team;

  • A point of liaison with customers to understand their business needs and to design for them appropriate ICT solutions that fulfil their needs,

  • A technical leader of software development projects carried out in-house or using external contractors, following scrum software development and project management best practices; and

A champion of operational excellence aimed at providing integrated ICT solutions.

 ICT Development Strategy

  • Identify key relationships between business drivers, business units, business processes, business reforms, and information and business systems requirements.

  • Assist the ICT Development Manager to establish the annual work plan, providing input on performance measurements, standards and expected results.

  • Assist the ICT Development Manager to monitor work progress and ensure desired results are achieved.

  • Recommend to the ICT Development Manager courses of action to align operations with evolving business and client needs.

  • Assist the ICT Development Manager to monitor services provided by the team for efficiency/efficacy.

  • Develop team work plans in alignment with ICT Strategy, review project proposals, prioritise projects and track progress.

Human Resource Management

  • Manage the Bangkok team's work plan by defining priorities of the projects and resource allocation.

  • Supervise staff in the team; assign tasks to the staff depending on their technical skills and knowledge. Exercise control of all staffing issues within the Bangkok ICT Development Team, as required by the project demands, including recruitment, on-boarding and staff performance reviews.

  • Promote and support a learning culture by empowering individuals and teams to identify critical learning needs and plan/provide easy access to learning opportunities to maintain personnel competency and flexibility.

  • Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.

Business Partnership

  • Work with customers in defining and analysing user requirements for software applications.

  • Manage application development in the HR domain, specifically: benefits, entitlements, and payroll management.

  • Undertake systems-driven process optimisation for HR management portfolio with Global Shared Service Centre (GSSC) personnel.

  • Foster relationships with business owners and involve them in the activities related to software development life cycle of all projects in the unit.

  • Utilise users' expertise in defining and further refining of business needs, taking into account their opinion in the development of user experience of all ICT solutions. 

  • Involve users in testing processes to improve the usability of ICT solutions.

  • Manage expectations of ICT project stakeholders.

 ICT Development

  • Participate in the analysis of functional requirements and defining of quality attributes of ICT solutions.

  • Identify options for potential solutions and assessing them for both technical and business suitability.

  • Plan and execute projects, ensure that teams have appropriate product and technical specifications, direction, and resources to deliver products effectively by establishing realistic estimates for timelines while ensuring that projects remain on target to meet deadlines.

  • Oversee implementation of any new systems including data migration.

  • Manage the deployment of software upgrades, enhancements and fixes based on release schedules.

Knowledge management and innovation

  • Keep up to date with the latest technologies being offered in the information technology industry and undertake specific research and investigations to identify potential benefits for United Nations.

  • Contribute to the development and introduction of innovation to ensure United Nations is continually incorporating best practice approaches.

  • Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.

Contract duration: 1 year, renewable subject to satisfactory performance and funding availability.
