World Bank hiring e-Learning Specialist

E-learning is currently undergoing a global ‘makeover’ as more and more academic institutions are seeking to leverage the power of the web to ‘massify’ learning and operationalize the open knowledge idea. Within this context, the senior e-learning specialist will play an important role to take e-learning to the next level within the Bank group and our clients. This would involve, inter alia the following:

  • As a key member of the team assist in implementing the strategy of the e-institute/Open Learning Campus so that this global virtual platform: provides all participants with affordable, accessible and high quality e-learning; leverages the Bank group’s operational knowledge and experiences to package and disseminate to clients in a just-in-time manner; works with a strategic network of partners (universities, national and regional training institutions) to scale up practitioner know-how with customized messages; disseminates open learning for all.

  • Sharpens the Bank’s e-learning focus by: incorporating the latest advances in pedagogy, technology and social media; designing new courses that capture the content and experiences of various Bank Analytical and Advisory service products such as Word Development Reports and other Flagship products

  • Scaling up the reach of knowledge and learning products by working with a network of external partners including academic institutions, bilateral and multilateral organizations, national and regional centers of excellence. This includes developing a business model for working with partners that provides guidance on all aspects ranging from branding, copyrights, cost recovery etc.

Duties and accountabilities

Within the above strategic context the incumbent:

  • Advise internal clients with regard to the design of e-learning activities: Selects appropriate delivery format(s) and technologies for a Learning Activity. Identifies and recommends pedagogical and adult learning strategies for a Learning Activity. Investigates Bank and external learning resources that can be repurposed or incorporated in new Learning Activities. When required, completes a Concept Note which can guide development of a Learning Activity. Take into account relevant intellectual property issues and their implications for learning. Provide quality control for the e-Learning products. Remains current in industry trends, standards, and best practices in the design of learning.

  • Work with internal clients with regard to the development of e-learning activities: Gathers input from facilitators, subject matter experts and participants to inform the development of a Learning Activity. Supports the development of learning materials for a given delivery format, ensuring compliance with Bank systems and technical specifications and standards. When appropriate, conducts field tests (i.e., prototype, alpha, beta, and pilot) to inform the development of a Learning Activity. Provide quality control for the e-Learning products. Remains current in industry trends, standards, and best practices in the development of learning

  • Work with internal clients with regard to the implementation of e-learning activities: Works with outside vendors and/or STCs, guiding outputs (products and services) to optimize delivery and facilitation of Learning Activities. Coordinates with Subject Matter Experts (SME) to ensure successful delivery of Learning Activities. Supports identifying and researching required knowledge and learning resources for the Learning Activities. Oversees the scheduling and logistics (e.g., site, technology requirements) for Learning Activity implementation. Provide quality control for the e-Learning products. Remains current in industry trends, standards, and best practices in the implementation of learning.

  • Systematically selects and implements appropriate instructional technologies to improve efficiency, effectiveness, and access for specific Learning Activities. Works with outside vendors and/or STCs to develop learning technology products that meet Bank needs and which are compliant with Bank system standards. Works across platforms to input and maintain learning-related data in Bank systems (e.g., LMS, SAP). Facilitates communication between SMEs and technology experts to design and implement technology-mediated learning technology products. Remains current in industry trends, standards, and best practices in learning technology.

  • Works independently requiring minimal supervision; develop a reputation for expertise in representing Learning interests in business strategy and ensuring Learning activities are derived from the organization’s business strategy; develop networks throughout the Bank related to business strategy in Learning.
