Tender: Organization of Training Programmes for Obtaining Remote Working Skills

The initiative on organising training programmes for internally displaced persons (hereinafter - IDPs) and the local population of Donetsk and Lugansk regions to obtain remote working skills will be implemented within the United Nations.

The UN Project is implemented by the United Nations with the financial support of the Government of Japan. The UN Project will be introduced in partnership with the Ministry of Regional Development, Construction, Housing and Communal Services, the Ministry of Economic Development and Trade, the Ministry of Social Policy, the State Employment Service, local authorities and local businesses in the target regions. The general purpose is to maintain economic recovery at the local level and to improve standards of living through the creation of opportunities for employment and income provision, as well as to enhance the ability of affected inhabitants of Donetsk and Lugansk regions for employment and their viability.

The beneficiaries of the project are IDPs and persons returning to their places of permanent residence, local communities, local authorities of Donetsk and Lugansk regions, local businesses, relevant ministries and executive agencies.

PURPOSE AND OBJECTIVES

The purpose for implementation of measures under this TOR is organization of training programmes which provide the opportunity to obtain the remote working skills. For this purpose, during the period from November 2015 to January 2016, the Contractor shall perform the following tasks:

  • Creation of a database of current offers of remote work (available vacancies) and contacts of at least 10 potential employers that offer remote work in the amount of at least 20 vacancies for each of the following areas: sales manager, customer service manager, Internet marketing specialist; Web designer, designer, artist; SMM specialist, content manager, copywriter; call center operator, dispatcher; remote tutor.

  • Establishment of contacts with potential employers and the conducting of an express opinion poll as to their expectancies concerning requirements to candidates and possessed skills for getting remote work in the aforesaid areas;

  • Holding an information campaign among IDPs and the local population of Donetsk and Luhansk regions to inform them of the possibility of remote work and surveying people interested in getting such work;

  • Development of training programmes on defined directions for five and ten days;

  • The selection of candidates among IDPs and the local population of Donetsk and Luhansk regions who wish to participate in training programmes and their division into groups depending on basic knowledge, available skills and preferences for remote work;

  • Organization and holding of 15 training sessions lasting five days (20 participants in each group, 300 persons in total) and 10 training sessions lasting ten days (20 participants in each group, 200 participants in total);

  • Provision of individual consultations and other assistance after training support to find work and/or orders for persons who have completed the training.

SCOPE OF WORK, EXPECTED RESULTS AND CONDITIONS

  • Creation of a database of current offers of remote work (available vacancies) and contacts of potential employers that offer remote work.

  • Establishment of contacts with at least three potential employers in each of five areas of occupation and the conducting of an express opinion poll by phone as to their expectancies concerning requirements for candidates and possessed skills for getting remote work.

  • Conducting an information campaign among IDPs and the local population of Donetsk and Luhansk regions to inform them of the possibility of remote work.

  • Development of training programmes on defined directions for five and ten days for each of five training directions.

  • The selection of candidates who wish to participate in training programmes and their surveying and division into training groups (depending on basic knowledge, available skills and preferences for remote work, ascertained during initial testing, interview by phone or completion of online questionnaires). Criteria for selection of candidates for training shall be approved by the Project Manager.

  • Organization and conducting of 15 training sessions lasting five days (20 participants in each group, 300 persons in total) and 10 training sessions lasting ten days (20 participants in each group, 200 participants in total).

  • Provision of individual consultations and other after training support in getting work and/or orders by persons who completed the training.
