Project description

The 4 years / 5.5M€ European Union "CRIMARIO Project" is financed under the "Critical Maritime Routes" programme (CMR) of the "Instrument contributing to Stability and Peace" (IcSP) of the European Commission.

The overall project objective is to enhance maritime security and safety in the Indian Ocean and the Gulf of Aden regions through information sharing and capacity building, promoting regional cooperation.

Under the supervision of the CRIMARIO Project Coordinator the wanted short term expert will:

  • Define a strategy (designed for the Indian Ocean region) to develop a funding mechanism,

  • Propose a set of possible options for one or more achievable financial mechanism that could be implemented by the CRIMARIO stakeholders and capable of generating adequate financial support to cover running costs of the technical activities implemented by CRIMARIO in the IOR: equipment, infrastructure & services (internet/ hosting/maintenance/support/software development),

  • Develop a business plan to ensure the necessary financial support for a long-term sustainability of the CRIMARIO's key achievements.

Job description

  • Estimate the average costs of functioning and maintaining the aforementioned systems or equipment by seeking advices from CRIMARIO experts, EU maritime administrations, IT companies or African countries hosting servers dedicated to maritime information sharing;

  • Establish through benchmarking with existing funding mechanisms in use in Europe or in Africa within the maritime information, communication sector or equivalent sectors what could be replicated (Partnerships; contracts; PPP; grants / contributions from international organizations) to assume the funding of IT technical solutions used by the regional community and implemented or supplied by the CRIMARIO project;

  • Consult any relevant international organization (EU ; IMO ; CGPCS ; UNODC ; etc.) or regional organizations (IOC ; IGAD ; COMESA ; AU ; etc.), private donors or NGO (OBP ; trade associations from maritime sector – fishing and shipping ; maritime clusters), experts working on project funding mechanisms in Africa with a view to assessing the capacity or interest of these organizations in funding or building financial partnerships with IO countries to support low-cost but high-impact projects in relation with maritime information sharing in the IO region.

  • Determine a set of possible strategies that could be proposed to the country partners of CRIMARIO to fund projects designed to contribute to the sustainability of CRIMARIO's implementations.

  • Develop the paperwork (PWPT) necessary to support presentations to partners and stakeholders during a workshop which will be organized during year 2017.

  • Develop a user guide with the necessary information, support for the beneficiaries in order to ensure them the re-appropriation of how to identify the right option and how to express correctly a request for funding.

Expected Results

The Short-Term Expert will provide a bespoke solution which CRIMARIO can propose to the relevant national authorities suggesting the most viable model for funding of CRIMARIO's implementations.

The outcome will be:

  • A detailed analysis of the regional drivers that must be considered for a successful implementation of an economic and financial mechanism in the region.

  • To include field missions and respective desk work as detailed in the indicative planning table, and as directed during the initial and ongoing consultation process with the Project Coordinator.

  • Production of a generic regional business plan which must also include an estimated budget forecast (setup and running costs) to cover running costs of the technical activities implemented by CRIMARIO in the IOR: equipment, infrastructure & services (internet/ hosting/maintenance/support/software development)

  • Production of a comprehensive document that can be used to submit a proposal for a financial mechanism (including cost sharing where it is essential) to partners for the long-term sustainability of the technical activities implemented by CRIMARIO in the IOR: equipment, infrastructure & services (internet/ hosting/maintenance/support/software development), and taking into consideration best practices and local/regional financial drivers;

  • Draft a detailed mission report (with the above documents attached).

Deliverables

The end result will consist of the following documents which will be presented to the CRIMARIO Project Coordinator:

  • A business plan and budget forecast corresponding to the sustainable funding of equipment implemented in the IOR by CRIMARIO

  • A detailed strategy including one or more options in order to develop one or more financial mechanisms to support various equipment implemented by CRIMARIO in the region for the needs of maritime situational awareness

  • A document proposing a financial mechanism to set up partnerships with possible public or private partner or donators(with annexes as required suitable for submitting to potential financial partners and/or donator)

  • A communication tool (PWPT) in order to present the various options to CRIMARIO regional stakeholders which would have to implement the solutions proposed

  • A mission report.

Number of working days

45 working days to be distributed between 1 or 2 experts.
