European Expert Network on Culture

This call for tenders has an aim of contributing to the improvement of policy development in the field of culture in Europe through the setting up of an effective network of leading European centres and experts on culture. This network will be called to advise and support the Commission in the analysis of cultural policies, as well as of policies pertaining to the cultural and creative sectors.

Specific Objectives

The new European Expert Network on Culture is expected to provide independent, rigorous, expert advice, and support to European Commission policy makers, synthesising current research and main issues in a way useful for policy development. The network should be able to provide high-quality advice and support in relation to a wide range of cultural policy issues.

The network is expected to provide research analysis, mapping of legislations, funding programmes and schemes, practices and policies in the 27 EU Member States and third countries where necessary, literature reviews, drafting of minutes, and/or policy advice that is clear, specific, constructive, concrete, relevant to the work of the European Commission, and formulated in plain, non-academic language that can be understood and acted upon by non-specialists.

Priority areas:

The expertise of the network should cover all three dimensions defined in the 2018 New European Agenda for Culture4:

  • Social dimension - harnessing the power of culture and cultural diversity for social cohesion and well-being

  • Economic dimension - supporting culture-based creativity in education and innovation, and for jobs and growth

  • External dimension - Strengthening international cultural relations
