Tender: Development of Project Progress Tracking and Achievement Monitoring Information System

The information system will be developed in line with the analysis of the practical project operations and reporting needs. The system will at first be developed to capture the results of the UN Recovery Programme (one group of United Nations projects managed as one), to track the ongoing project interventions as well as those planned in future towards the project end.

The information system may in future development iterations expand to:

  • Follow the process from the project conception to project closure

  • Integrate planning, procurement and contracting processes

  • Compound targeted indicators over country and sector

  • Other United Nations and or UN projects within country

  • Other Countries

Targeted performance

The system implementation must allow for easy and fast data entry of project elements. As data is currently kept in MS Excel files – data entry of the new system must at least match time required to enter data within MS Excel file.

The system implementation must allow for either immediate or one day late tracking of project results based on entered data. In addition, it must have easy to read, visual summary reporting, predefined reports and platform for data analysis.

Location of services

The system will be implemented as web application and hosted in public cloud environment. The users of the system in the first development iteration are located in Sarajevo.

Functional Requirements

The system should support the following processes:

Project planning

  • Defining programmatic Components and Subcomponents project is related to

  • Defining result indicators project is related to

  • Defining targeted numbers of beneficiaries

  • Recording available funds and distribution of funds

  • Defining planned interventions

Result tracking

  • Registering project interventions and actions

  • Compounding indicators

  • Reviewing products

  • Internal and external reporting

  • Substantive reporting towards Country Office, United Nations Headquarters or UN

  • Substantive reporting toward Donors
