International Organisation hiring Senior One Health Technical Adviser

Preparedness and Response (P&R) Senior One Health Technical Adviser – Global

P&R is part of the Emerging Pandemic Threats Programme 2 (EPT2) and is tasked to help establish National One Health Platforms and improve outbreak response by assisting governments to strengthen national preparedness and response plans in 21 countries in Africa and Asia.  The position of Senior One Health Technical Adviser –Global provides overall technical direction for the project in animal, human and environmental health, the keystones of a One Health approach.

The P&R Senior One Health Technical Adviser will provide technical and intellectual leadership, and serve as an advocate and spokesperson for applying a One Health approach to prevent, detect and respond to emerging pandemic threats.  In concert with the P&R Director and the Senior Capacity Building specialist, s/he will lead development and implementation of P&R Programme strategies and activity implementation.  S/he will also provide technical support to the P&R regional directors, design and lead regional and global One Health workshops and conferences and represent the project with senior government officials and international partners.  The Senior One Health Technical Adviser will be based in Bethesda, Maryland, USA and report to the P&R Director.

Responsibilities:

  • Lead the effort to craft and articulate the P&R project vision of the One Health approach for preventing, detecting and responding to emerging pandemic threats.

  • Play a prominent role in promoting the concepts and tools of multi-sectoral coordination and collaboration to prepare for and respond to pandemic threats.  Serve as the primary spokesperson for One Health for the P&R project.  

  • Manage and direct the development of an overall project strategy, including support for the establishment of National One Health Platforms or equivalent in countries without such an organization. Incorporate the principles of multisectoral and multidisciplinary cooperation on emerging infectious diseases, including emerging zoonotic diseases.

  • Work with the P&R Director and the Senior Capacity Building Adviser to represent P&R project perspectives and activities during meetings and conferences at the national, regional and international levels.

  • Coordinate with the P&R Director and the Senior Capacity Building Adviser to provide leadership in establishing the project direction; manage relationships with partners, country ministries, and regional organizations.

  • Take a lead role in coordination with the other EPT2 projects and partners, PREDICT2, One Health Workforce, WHO and FAO and high level national officials on the planning and execution of the National One Health Platforms and national preparedness and response activities.

  • Assist the P&R regional Directors and staff to implement high quality country and regional activities.

  • Brief the missions and staff, and other USG officials as requested by the P&R Director.

  • Play a lead role in coordinating P&R activities with donors and international organizations such as OIE, CDC, DTRA, Institut Pasteur, and the EU to share information and minimize overlap of activities.

  • Assist in preparing semi-annual and other project reports on the impact of One Health approaches on reducing the risk of emerging pandemic diseases.  

Extensive travel throughout Africa, South and Southeast Asia is mandatory, and occasional travel to Europe and other regions may be required at the direction of the P&R Director.
