World Bank recruiting Stakeholder Engagement and Communications Specialist

IFC recently launched an Advisory Services program on hydropower and forestry. The Environmental and Social Standards in the Hydropower Sector in Lao PDR aims to help the country foster a sustainable hydropower sector and ensure the environment is protected and local people have access to the water resources they depend (see. www.ifc.org/laohydro). The Lao Forestry project aims to establish a forestry business model using out-grower schemes to be both sustainable and profitable.


IFC is seeking an experienced stakeholder engagement/communications consultant to develop and implement communication strategies, lead stakeholder outreach, manage media relations, and awareness raising campaigns around IFCs support in sustainable business advisory in the hydropower and forestry sectors in Lao PDR.

Scope of Work

The consultant will support IFC Lao PDR programs in sustainable business advisory, specifically in the hydro and forestry sectors. This includes internal communications work, stakeholder outreach, media relations, and awareness raising campaigns. Specifically, the consultant will:

  • Lead IFCs Sustainable Business Advisory (SBA) communications efforts in Lao PDR with emphasis on the hydropower and forestry sectors;

  • Lead the planning, design, and execution of communications strategies for hydropower and forestry and track progress for reporting internally and to external donors;

  • Contribute to awareness raising campaigns around environmental and social standards and private sector as well as community partnerships in forestry as relevant with different constituents;

  • Promote effective communication with external stakeholders to help strengthen partnerships with key constituencies (international media, NGOs, government, private sector etc.);

  • Liaise with internal constituents and provides news stories, sound bites and other relevant information as necessary (e.g. Sustainable Business Advisory, Advisory Services, East Asia and Pacific, etc);

  • Engage and coordinate in particular with IFCs Hong Kong-based Head of Communications and IFCs Mekong communications team based in Hanoi, Vietnam for regional communication strategies and events and with IFCs Hong Kong based editorial team and locally-based editors for report reviews to ensure they are of highest quality;

  • Develop programmatic updates for IFCs management and donor partners, as well as, presentations, operational reports, and other written material as requested;

  • Conduct internal and external research to write original material (success stories). Prepare and manage IFCs Lao hydro online newsletter.

  • Package and produce material innovatively using a range of formats (text, video, radio, online);

  • Develop and maintain the Lao Hydro website liaising with relevant internal support units; produces the necessary material and ensures content is user-friendly, adheres to best practices and complies with applicable IFC style guideline;

  • Regularly track website hits, newsletter readership, etc.

  • Collaborate closely with the World Bank communications teams, as well as other relevant teams from key partner agencies;

  • Engage translators for written translation and interpretation;

  • Prepare and obtain clearance and approval for press releases and other media related activities;

  • Contribute 20% of time to IFC Lao office requirements including press release work with other business lines, media requests; general officefact sheets and videos, support to senior visits, etc.

  • Perform other duties as requested.
