International Organisation hiring Head of Transfer Pricing Unit

The Organisation has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the Organisation’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary General, ensuring impact of the Organisation tax work in the international governance architecture, in co-ordination with the Organisation Sherpa team. The CTPA collaborates with other parts of the Organisation on issues such as tax and climate change, tax and growth, and the impact of taxation on labour markets and several other multidisciplinary projects The CTPA also provides the analytical support to the Organisation’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from Organisation countries, Associate and Partner countries and other international and regional tax organisations. Through its work, the CTPA enhances the Organisation’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments from around the world to inform and influence policy making in the tax area.

The CTPA is looking for a highly qualified and dynamic transfer pricing expert to head its Transfer Pricing Unit. Transfer pricing issues form a major part of the G20/Organisation Project on Base Erosion and Profit Shifting (BEPS), which reflects that transfer pricing is one of the top challenges in the international tax field. The successful candidate will provide technical expertise and strategic guidance in further developing the Organisation’s work in this area, both from a policy and tax administration perspective. A key component of the next phase of the BEPS work is ensuring effective and consistent implementation of the BEPS transfer pricing outcomes as well as completing the remaining technical work. This work will be carried out in an inclusive framework that will enable interested developing countries and jurisdictions to participate on an equal footing. 

The successful candidate will work under the supervision of the Head of the Tax Treaty, Transfer Pricing and Financial Transactions Division (TTP) of the CTPA.

Ideally, we would like our new Head of Transfer Pricing Unit to take up duty in June 2016 in order to guarantee a seamless transition with the current incumbent who will leave CTPA this summer. 

Main Responsibilities

Leadership and management

  • Provide strong technical and strategic leadership and vision to the Unit's work on transfer pricing.

  • Exercise critical oversight of the analytical and policy work of the Unit, respond quickly to new priorities and emerging challenges, and present creative proposals for improving the content and management of the transfer pricing programme.

  • Draft analytical reports to be shared with Working Party Delegates in advance of meetings.

  • Lead the discussion with Delegates on these reports at relevant meetings with a view to achieving consensus among delegates.

  • Organise consultations with the private sector to seek input into the work of the Working Party.

  • Finalise the documents taking account of country views expressed by Delegates.

  • Manage and motivate the team working in the Transfer Pricing Unit to deliver high quality results and contribute to their professional development.

  • Assist in mobilising and securing funding to support the programme.

  • Oversee and deliver the work programme of the Working Party on the Taxation of Multinational Enterprises and related bodies in a timely manner.

  • Develop and execute a strategic programme for strengthening relationships with non-Organisation economies in the transfer pricing area.

  • Provide strategic guidance and technical support on the transfer pricing aspects of the Tax and Development Programme, including the development of practical toolkits. 

Representation, communication and liaison  

  • Liaise with and support the work of other working groups and subsidiary bodies of the Committee on Fiscal Affairs (CFA) on matters relating to transfer pricing.

  • Ensure effective communication with key stakeholders, the media and the general public in order to maximise the value, visibility and impact of the work of the Unit.

  • Represent the Organisation at high-level meetings and conferences involving senior tax policy makers, tax administrators and representatives of business, labour, academia, NGOs and the media.

  • Lead high-level missions to Organisation and non-Organisation economies.

  • Build collaborative working relationships throughout the Organisation and across other international organisations. Establish and maintain close contacts with national authorities, the private sector, academia, research institutes and the media. 

Other

  • Contribute to the wider development of the CTP’s work on taxation.
