Tender: Rapid Strategic Mining Sector Assessment

The government of Armenia has requested the Organisation to support the Mining Sector in Armenia with analytical work; focusing on gaining a better understanding of key challenges and opportunities in the Armenian Mining Sector, with a focus on the regulatory environment that both promotes sustainability and attracts investment.
The Rapid Assessment will cover the sustainability of the mineral sector value chain as a whole, beginning from how access to resources are regulated, over monitoring and control mechanisms, to the downstream side, including revenue management, local linkages and social and environmental management issues. This will equally include a careful analysis of where and how sector development can add to social tensions, and how the various stakeholders can work together to mitigate those.
Considering the imminent issue of the re-processing and clean-up of inactive tailings (which are referred to as 'man made mines' in the Armenian law) the report will pay particular attention to this aspect, addressing the existing policies as well as international good practices and a potential way forward for the following issues:
The clean-up and rehabilitation of Mine waste from closed/inactive mines
Management and Rehabilitation plans of new tailings from actual or future operating mines
The financial Assurances System for Decommissioning
The regulatory framework for the reprocessing of old tailings (including environmental liabilities).
