European Commission Tenders for Data Analysis on Gender Equality

The imbalances in the participation of women in science, research and innovation were pointed by the Commission already 14 years ago, when it adopted a Communication entitled “Women and Science: mobilising women to enrich European research”. This Communication set out a detailed set of measures to be undertaken by the Commission with the aim of ensuring a better integration of gender issues in research policy. One of the measures in particular concerned the development of better indicators on the participation of women in research in Europe.

This engagement was further reinforced over the time by the Council; hence research policy has been further developed and gender equality has become an integral part of it.

The above commitments have been further developed by the Commission through its policy activities and mainly in the context of the Europe 2020 Strategy and the European Research Area9.

The "Innovation Union" policy flagship is one of the seven flagships announced in the EU2020 Strategy and it aims to improve conditions and access to finance for research and innovation, to ensure that innovative ideas can be turned into products and services that create growth and jobs.

This implied the commitment of Member States to have strategies, where gender equality principles and actions and dual careers consideration are fully taken into account, hence ensuring the promotion of attractive employment conditions in public research institutions, attaining gender balance in research careers. Progress is measured by a Performance Scoreboard for Research and Innovation and the Commission committed to include additional indicators reflecting gender.

This tender concerns the continuation of the methodological development and the data gathering and processing that will yield the  statistics and indicators necessary for monitoring the progress towards gender equality in research and innovation, in line with the most recent policy initiatives in gender in Research and Innovation.

The task of the contractor will be to compile the necessary sex-disaggregated data, calculate the necessary indicators and provide a user-friendly interface to access the next She Figures publication which is scheduled to be published in 2015.
