Tender: Preparation and Implementation of the 4th European Company Survey

The subject matter of this procurement procedure is preparation and implementation of the 4th European company survey in all European Union (EU) Member States.

This is a joint procurement of Eurofound and Cedefop which decided not only to join resources and expertise at this stage but at the contract implementation stage as well.

Description of the procurement:

For lot 1 the contractor will be required to administer both the management and the employee representative interview through computer-assisted Web interviewing (CAWI). The screening for respondents should be carried out through computer-assisted telephone interviewing (CATI).

Purpose of the contract

The objective of this tender is to conclude a Framework Contract for the timely and high quality preparation and implementation of the 4th European Company Survey (ECS).

The contractor should execute the tasks as described below, meeting or exceeding the requirements and targets set in the Quality Assurance Framework (Part F of the procurement documents) and Quality Assurance Plan (Part G of the procurement documents). All tasks carried out under this contract should be executed respecting the relevant legislation and in compliance with the ICC/ESOMAR International Code on Market, Opinion and Social Research and Data Analysis 9 and the ESOMAR/WAPOR Guideline on Opinion Polls and Published Surveys

To ensure comparability between countries, the contractor will make certain that methods and procedures are applied consistently in all the countries covered and will ensure compliance with the specifications within the timeframe allocated to the project. The Client understands that in order to achieve maximum comparability, it may be beneficial to allow for variation between countries, however, tenderers should justify such national deviations where they are envisaged.

The Client will conduct quality controls on the services performed throughout the duration of the contracts. By pursuing its mission in an accountable and transparent manner the Client aims to assure their stakeholders that they are providing a high quality service.

Scope of the work

Countries to be covered by the 4th European Company Survey:

  • all European Union (EU) Member States;

  • subject to the availability of funding it may also cover the following 5 Candidate Countries to the EU: Albania, Montenegro, The Former Yugoslav Republic of Macedonia (FYROM), Serbia and Turkey (as an option - see section 2.4 for further details).
