Support to the Constitutional Court of Moldova

Project description

The overall objective of the project is to accelerate the sustainable reform of the justice sector in Moldova and to reinforce the rule of law by strengthening the Constitutional Court. The purpose of this contract is as follows:

  • To strengthen the Constitutional Court as is foreseen in the Justice Sector Reform Strategy 2011-2016 (Strategic direction 6.1: revision of composition and criteria for selection of judges, procedures for reviewing complains, range of subjects entitled to apply to the Constitutional Court, etc.) in consultation with the Council of Europe's Venice Commission.

  • To improve procedures and internal organisation of the Constitutional Court; to increase capacities of the Constitutional Court staff in providing support to judges.

  • To enrich the experience of the Constitutional Court judges on different methods of interpretation and jurisprudence of the European Convention of Human Rights and the EU member states constitutional control institutions, the Council of Europe's Venice Commission, the Council of Europe, OSCE and other international organisations' recommendations.

Duration: 20 months
