Presentation of the Publications Office
The Publications Office of the European Union is the publishing house of the European institutions in the broadest sense, responsible for producing and distributing, in all media and by all means, all the publications of the European Union. The Publications Office, whose current organisation and operation are laid down by Decision 2009/496/EC, Euratom (Official Journal of the European Union, L168, 30.06.2009, pp. 41-47, as amended), is managed by a Management Committee in which each institution is represented by its Secretary-General. The Publications Office is administratively attached to the European Commission ("the contracting authority"). As a publisher, the Publications Office has a duty to offer the highest quality of service to its customers – the originating departments of the institutions and other bodies of the European Union – and to its public – the people of the European Union and those throughout the world who are interested in European affairs. In the field of new technologies, the Publications Office must place itself in the forefront of the publishing profession.
Subject and background of the FWC
The purpose of the call for tenders is the selection of up to two (2) economic operators for the provision of services related to Semantic web consultancy and support:
The tasks of the future contractor will concern the elaboration of studies, technical specifications and prototypes for the improvement of the current implementation and configuration of the CELLAR and other systems using semantic technology. In addition, the future contractor shall provide advice (conceptual and technical) in the domain of semantic technology in relation with the activities of the Publications Office. Moreover, a technical assistance is foreseen for the preparation and the execution of test demonstrating that developed systems conform to the technical specifications including the production of test reports and for data duration.
N.B.: Semantic technology is meanwhile used in different systems at the Publications Office: OP Portal platform, EU Open Data Portal, EuroVoc (production and dissemination), Metadata registry.
The Publications Office is also leading and contributing to important projects in the scope of the Commission's ISA² programme, which rely on semantic technology: for example the ISA² activities related to the implementation of the European Legislation Identifier (ELI) in collaboration with the EU member states. Similarly, Public Multilingual Knowledge Management Infrastructure (PMKI) within ISA² programme is an ongoing project to establish semantic interoperability between language resources.
In the above contexts the provision of services under the FWC for another European Institutions, Agencies and Bodies is not excluded.
Scope of the call for tenders
The scope of this call for tenders is the provision of Semantic web consultancy and support services.
In general, the provision of services requested under this FWC will concern projects, systems and services managed by the Publications Office or projects carried out in the scope of the Commission's ISA² programme , which rely on semantic technology.
Examples of relevant systems and services within the Publications Office are the Common repository (CELLAR), the EU Open Data Portal (ODP), the OP Portal Platform, EuroVoc and the Metadata registry.
As regards the ISA² programme, the Publications Office is involved in several projects using semantic technology, such as the implementation of the European Legislation Identifier (ELI) in collaboration with the EU member states.
Similarly, Public Multilingual Knowledge Management Infrastructure (PMKI) within ISA² programme is an ongoing project to establish semantic interoperability between language resources, using semantic web technologies.
