UNDP recruiting SELECT Programme Consultant

In 2018, the JTF has developed a joint EU-UNDP "Sustaining Peace through Elections" initiative (SELECT) anchored in a new governance strategy called "Democracy Strengthening approach", aiming at bringing together key institutions and work on different themes such as inclusion, transparency, accountability, integrity and capacity. The initiative also has a more conflict-sensitive branch called Programming for Peace, aiming at assisting electoral stakeholders in the formulation and implementation of electoral assistance projects through a range of activities centred around conflict prevention. These two pillars, Democracy Strengthening and Programming for Peace, are supported by the SELECT Toolbox, a web platform with open access to practical tools and activities. The JTF will support the COs in the implementation and follow-up of some of the SELECT activities, such as electoral violence early warning systems. The JTF will also develop standalone websites for each of the implemented SELECT projects and will be in charge of their hosting, update and maintenance.

Duties and Responsibilities

Under the overall guidance of the UNDP Programme Adviser – Elections and Coordinator of the Joint EC-UNDP Task Force on Electoral Assistance (JTF), the consultant will expect to perform the following tasks:

  • Deliverable 1: Work as part of the Sustaining Peace through Elections (SELECT) team to advise, support and develop content of the SELECT Toolbox: (1) update existing content on the basis of reports, surveys and interviews on activities implementation, (2) identify new activities to be included the toolbox through consultations with practitioners and review of project documents, (3) pursue research work to identify, assess and include new resources to the toolbox.

  • Deliverable 2: Provide remote and in-field support to the formulation, monitoring and implementation of SELECT projects by (1) assisting in the drafting of project documents; (2) and developing electoral early warning systems; (missions upon request by Country Offices envisaged)

  • Deliverable 3: Provide country support as a focal point as part of the SELECT team for the implementation of project from Brussels, including by providing support in the development and implementation of Early Warning Systems.

  • Deliverable 4: Support as part of the SELECT team the development of the Sustaining Peace through Elections e-learning module in terms of content;

  • Deliverable 5: Ensure increased JTF visibility through communication and outreach activities, such as bi-monthly newsletters, and other visibility events/photo exhibition;

  • Deliverable 6: Develop a social media communication strategy for the JTF and the SELECT programme with respectively the UNDP programme Adviser and SELECT team.

  • Deliverable 7: Manage publication of content on social media regarding SELECT and JTF activities in close collaboration with the JTF and SELECT teams.

Any other tasks as assigned by the Programme Adviser – Elections.
