European Commission recruiting Nuclear Safeguards Inspector

The European Personnel Selection Office (EPSO) is organising an open competition, based on qualifications and tests, to draw up two reserve lists from which the European Commission, mainly the Directorate-General for Energy (DG ENER) in Luxembourg, will recruit new members of the civil service as ‘ administrators’ (function group AD).


This open competition is being held to recruit Administrators specialised in the field of nuclear energy.

In the framework of the nuclear energy policy of the EU and/or inspection duties related to nuclear safeguards as defined in Chapter 7 of the Euratom Treaty, the officials recruited will be expected to carry out inspection, advisory and supervisory duties or legislative and administrative duties.

Main duties of the successful candidates may include the following:

  • Carrying out inspections at all stages of the nuclear fuel cycle in nuclear facilities. This involves checking the technical features of installations, accuracy and consistency of the nuclear accounting statements as well as examining the supporting evidence and verifying the physical inventory by carrying out and analysing quantitative and qualitative measurements, taking samples, applying containment and surveillance measures and drafting detailed reports;

  • Taking part in the development of specific safeguards mechanisms for each nuclear installation;

  • Developing, preparing, calibrating, installing and maintaining the equipment and instruments;

  • Preparing, participating in and following-up meetings/negotiating with internal (other Commission services) and external (other EU institutions, Member States, national authorities, nuclear operators, international organisations, etc.) stakeholders.

These duties will include frequent missions and access to controlled areas of nuclear installations. Due to the sensitive information handled, officials recruited will be required to undergo security clearance. The application for clearance for access to classified information will be part of the recruitment procedure.
